ROCHESTER, N.Y. — Every guard in state prisons now wears a body camera, a change implemented after the murder of Robert Brooks from Greece more than a year ago. News10NBC Chief Investigative Reporter Berkeley Brean watched the head of prisons testifying before state lawmakers.
“It is our responsibility to restore trust in the department,” said Daniel Martuscello, Commissioner of Corrections and Community Supervision.
Martuscello confirmed that more than 9,555 body cameras have been deployed to guards, a process completed last July.
Following Brooks’ death, guards initiated an illegal strike. A key issue was the HALT Act, which limited solitary confinement. State prisons have suggested easing these limits and pressed the commissioner to include these recommendations in the governor’s budget.
During the testimony, Assemblyman Philip Palmesano questioned Martuscello about the governor’s budget.
“I can’t speak for the governor and what she’s going to do in her budget but certainly the things she has put in her budget and the significant fiscal investment in our correctional officers in our facilities shows that she is supportive of our workforce,” said Martuscello.
The number of National Guard members in prisons is now 27,000. That’s down from 7,000. The state is still short 4,600 guards.
