Imprisoned former OC Supervisor Andrew Do loses law license for taking bribes

Former Orange County Supervisor Andrew Do, who is serving a five-year prison sentence for accepting bribes, has been stripped of his law license.

Do, who served nearly a decade on the board, was summarily disbarred on Dec. 31, the California Bar announced late Wednesday, Feb. 4.

    Do pleaded guilty in October 2024 to accepting $868,000 in bribes to steer more than $10 million in pandemic relief funds to certain nonprofits, primarily one that employed his daughter, Rhiannon. Do admitted to diverting money that was meant to feed the elderly and disabled through his county office, mainly to the startup charity Viet America Society.

    “He also accepted bribes … through that nonprofit and its vendors, benefiting himself and his family while depriving vulnerable residents of critical services during a time of crisis,” the State Bar said in a news release.

    Do, 62, did not contest the disbarment and submitted no substantive opposition during the proceedings, the bar stated. His law license, which he received in 1990, had been on suspension since Feb. 10, 2025.

    Before becoming a supervisor — and emerging as one of the most powerful Vietnamese American politicians in Orange County — Do was a prosecutor with the Orange County District Attorney’s Office. He also worked in the public defender’s office.

    District Attorney Todd Spitzer, who helped investigate Do, called the disbarment a “sad chapter in the life of a person who achieved the American Dream but threw it all away because of greed.”

    “He hurt a lot of people, including his family, his county family and the community he was elected to protect,” Spitzer said. “We were classmates in law school and it is devastating to watch his monumental downfall.”

    While representing Orange County’s First District, Do directed contracts to the Viet America Society and Hand-to-Hand Relief Organization Inc., the former of which kicked money back to Do through payments to his daughter, Rhiannon Do.

    Much of the money came from district discretionary funds. Of the $9.3 million allocated by Do to Viet America Society for the county meals program, only $1.4 million was spent on meals, according to Do’s plea agreement.

    Rhiannon Do received most of the bribes via a high-paying job at Viet America Society and $350,000 for a down payment on a $1 million North Tustin home. Do’s other daughter received $100,000 from Viet America Society.

    Rhiannon Do was not charged; prosecutors allowed her to enter into a diversion agreement.

    County Supervisor Janet Nguyen said Do’s disbarment serves to show the public that government corruption will not be tolerated.

    “People like him should never be able to practice law again. He put a whole scheme together to steal from the taxpayers,” Nguyen said. “It’s inconceivable he would commit these crimes.”

    In August, 2025, a federal court judge ordered Do to pay the county $878,000 in restitution for the bribes he took while in office. It was a far cry from the $10.2 million that the county had sought.
