What issues is al-Sharaa discussing with Putin in Russia?

Syrian transitional President Ahmed al-Sharaa arrived in the Russian capital, Moscow, for talks with his Russian counterpart Vladimir Putin, in his second official visit to Russia.

According to the Kremlin, al-Sharaa and Putin are set to discuss bilateral relations, economic cooperation, and developments in the Middle East.

    Kremlin spokesperson Dmitry Peskov said today, Wednesday, 28 January 2026, that the talks between the two presidents will cover issues of bilateral cooperation and the situation in the region.

    Peskov added in a press conference that Putin and al-Sharaa will also discuss matters related to the presence of Russian forces in Syria.

    He said Russian Syrian relations have seen notable development after the change in leadership in Damascus.

    Peskov directed journalists to address all questions related to Russia’s military presence in Syria to the Russian Defense Ministry, saying the issue falls within its remit.

    The Kremlin spokesperson did not comment on the future of ousted Syrian President Bashar al-Assad, who has been living in Russia after fleeing there following the fall of his government on 8 December 2024. Moscow had been one of the main backers of the former government.

    Previous visit

    On 15 October 2025, al-Sharaa met with Putin in Moscow in his first official visit since taking office after the fall of Bashar al-Assad’s government.

    During that first visit, al-Sharaa discussed several issues , foremost among them the Russian bases and economic issues between the two countries.

    Al-Sharaa said during his meeting with Putin at the Kremlin that the new Syria is reconnecting strategic and political relations with all countries, with Russia at the forefront.

    He said part of Syria’s food supply depends on Russian production, and that many power stations rely on Moscow’s expertise, according to Russia’s Sputnik news agency.

    Al-Sharaa stressed that “Russia and Syria are linked by serious bridges of cooperation, including economic cooperation.”

    He added that “Syria respects everything that came before, the agreements, and this great history, and is trying to redefine the nature of these relations in a new way, so that there is independence for the Syrian state and sovereignty, the integrity and unity of its territory, and security stability linked to regional and global peace and security.”

    Putin, for his part, said Russia’s relations with Syria have always been guided by the interests of the Syrian people.

    He added that Russia has not had any relations with Syria tied to its own political circumstances or private interests over these decades, saying that Russia’s goal has always been the interest of the Syrian people.

    Putin also said Russia and Syria have had a special relationship for many decades, and that ties between the two countries have always been “very friendly.”

    Redefining the relationship

    Russian Foreign Minister Sergey Lavrov said at the time that Russia’s Foreign Ministry had made major efforts to establish cooperation with Syria’s new authorities, according to the Russian state news agency RIA Novosti.

    Lavrov also said, in comments to Sputnik, that Russian President Vladimir Putin “discussed everything” with al-Sharaa during their meeting, including the issue of the Russian bases.

    Russian Deputy Prime Minister Alexander Novak said Syria needs to rebuild its infrastructure, and Russia is able to provide support.

    What about handing over Bashar al-Assad?

    Al-Sharaa said the issue of ousted Syrian President Bashar al-Assad is problematic for Russia, noting that Syria’s relationship with Russia is still in its early stages.

    He said his government insists on putting al-Assad on trial. Al-Assad has been in Russia since the collapse of his government in December 2024. Al-Sharaa added, “We will preserve our right as Syrians to demand the trial of al-Assad.”

    In an interview with The Washington Post published on 12 November 2025, al-Sharaa said, “We were at war with Russia for ten years, and it was a harsh and difficult war, and they announced my death several times.”

    Al-Sharaa said Syria needs Russia because it is a permanent member of the UN Security Council, adding, “We need its vote to stand with us on some issues, and we have strategic interests with it.”

    He added that he does not want to push Russia toward alternative choices in how it deals with Syria.
