A legislative oversight committee has rescheduled a high-profile hearing slated for Thursday to examine the safety of the Charlotte Area Transit System.

    The chairs of the House Select Committee on Oversight and Reform are seeking clarification of a federal court order issued earlier this month that limits state lawmakers from publicly disclosing information related to Decarlos Brown, who is charged in the murder of 23-year-old Iryna Zarutska on Charlotte’s light rail system.

    U.S. Magistrate David Keesler wrote in his Jan. 15 order that the court “determines Defendant has sufficiently shown release of the materials may prejudice his constitutional rights to due process and a fair trial, and may cause other harms including risking the safety of witnesses.”

    That preliminary protective order essentially blocked the Charlotte-Mecklenburg Police Department and the Mecklenburg County District Attorney’s office from releasing any criminal investigative files related to the August 22, 2025, stabbing to any third party, including the North Carolina General Assembly.

    The legislative committee had directed Charlotte Mayor Vi Lyles, District Attorney Spencer Merriweather, Charlotte Mecklenburg Sheriff Garry McFadden, and newly appointed Charlotte Police Chief Estella Patterson to make the three-hour trek to Raleigh to discuss public safety in Charlotte and on the transit system.

    The Charlotte leaders were also advised they should also be prepared to discuss their strategic plans, spending, and the city’s diversity, equity, and inclusion initiatives.

    Republican legislators have said that Zarutska’s stabbing death was the result of ‘soft on crime policies’ by Democrats.

    Gov. Josh Stein signed “Iryna’s Law” in early October, praising changes to the pre-trial release process, although Stein described other proposed changes in the law to pursue alternative methods of execution for those convicted of violent crimes as “barbaric.”

    Lawmakers on the oversight committee have rescheduled the legislative hearing for Feb. 9.
