ROCHESTER, N.Y. — Roy Green, a Canadian citizen charged in a 32-year-old cold case murder in Rochester, pleaded not guilty to murder Thursday.
About Roy Green
Green, a 58-year-old from Hamilton, Ontario, Canada, is accused of killing Victoria Jobson, whose body was found in a field off Lyell Avenue in 1992. He was charged in November 2024, along with a second suspect.
Rochester Police said since Green’s arrest, RPD’s Homicide Unit has been working alongside the Monroe County District Attorney’s Office to get Green back into the United States to face his charges.
On Thursday morning, Green was brought to Rochester from Canada. An indictment was unsealed Thursday afternoon in Monroe County Court officially charging Green with murder, which he pleaded not guilty to.
According to police, Green fled to an Indian Reservation in Canada shortly after Jobson’s murder. Over the years, homicide investigators worked with the Ontario Canada Intelligence Unit to try and track down Green.
Police said after the Grand Jury indictment, Green was arrested in Canada by the Department of Homeland Security, Department of Justice, and the United States Marshals.
Jobson’s daughter, Keisha Washington, was at Green’s court appearance in Rochester Thursday. She said she hopes she can soon put this pain behind her.
“It’s like a re-occurring nightmare. It’s like putting a band aid on a wound and ripping it off every few years for 32 years,” said Washington.
Green is due back in court in April.
About the second suspect
Arthur Jason, 57, was arrested on Nov. 4, 2024, in Livingston County on a drug charge. On Nov. 6, 2024, an indictment warrant was unsealed, charging Jason with murder for Jobson’s death.
During Jason’s court appearance in 2024, he pleaded not guilty to his charges. Jason was scheduled to appear in court in September 2025, but it was adjourned. He is scheduled to appear again in March.
What happened to Victoria Jobson
According to police, Jobson was stabbed multiple times. Police said it was clear she had been dead for some time, murdered at a different location, and was later dumped on Rutter Street.
Police said on Oct. 11, 1992, Jobson was reported missing by her family. On Dec. 7, 1992, police said a person walking on Rutter Street found Jobson’s body in a vacant lot. They said despite exhaustive efforts, the case went cold.
Police said over the last three decades, new steps were taken, investigative efforts were reviewed, and previous tasks were redone. As a result of new information discovered, evidence was presented to a Monroe County Grand Jury, which resulted in Jason and Green’s arrests.
