High Falls State Park funding announced: Rochester residents to gain new access, new views to historic falls and gorge

ROCHESTER, N.Y. — The first funding for the future High Falls State Park in Rochester is included in the governor’s proposed budget, totaling $75 million. Chief Investigative Reporter Berkeley Brean reports from where the work will begin.

Brean explains that the initial work will focus on the east side of the gorge, which is already a city park. “They’re going to build a new overlook to the falls. There’s already one that exists, I’m on it now. And look at the view,” Brean said.

    Vincent Esposito, NYS Economic Development, Finger Lakes, shared more about the project. “We’re going to be cleaning up this gorge wall,” Esposito said. He is the governor’s point man for economic development in Rochester.

    Brean and Esposito walked the Brewery Line path, discussing the future state park overlook. Brean noted the current view, and Esposito added, “In the summertime you can’t see this because it’s not maintained and it’s not designed in a way that you can view it.”

    The $75 million state funding will initiate construction at the top of the east gorge wall, with work expected to start in the fall. New images reveal what the state park will look like by 2028, allowing access to the gorge, a place off-limits for generations.

    Esposito emphasized the significance of the project. “We’re making a park to return this part of Rochester and its history to the people,” Esposito said. “In a way they have not been able to access for hundreds of years because of the previous uses around this gorge.”

    Brean recalled a memorable moment from 2022 when he was in the gorge with Esposito and Mayor Evans, and they were attacked by a Canada goose. “It’s been a while since you and I were attacked by the geese down there. It’s been a lot of years in the making,” Esposito remarked.

    Brean asked about the impact of the project on the community. Esposito responded, “I think it’s going to give people a chance to understand Rochester’s origins in a way that they haven’t.”

    “This waterfall has been enormously important,” Esposito continued. “And people are now going to be able to see it and experience it and have a place of refuge that they’ve never had right in the heart of the city.”

    The state is still working on cleaning the bottom parts of the gorge, which is why it will be a few years before that section is ready.
