Relative calm has prevailed in Raqqa and Deir Ezzor governorates in northeastern Syria, after military operations halted following an agreement between the Syrian government and the Syrian Democratic Forces (SDF).

In Raqqa, an Enab Baladi correspondent reported that the Syrian army has taken control of the city, which has seen calm and a gradual return to daily life.

    An Enab Baladi correspondent based in the “Peace Spring” area (a Turkey controlled zone along Syria’s northern border) said the road linking the towns of Tal Abyad (northern Raqqa Governorate, on the Syrian Turkish border) and Ras al-Ain (northern al-Hasakah Governorate, on the Syrian Turkish border) to Raqqa is free of SDF forces, but remains unsafe.

    A military source told Enab Baladi that the army has taken control of the Tishreen Dam (eastern Aleppo Governorate, near Raqqa), noting clashes between the two sides, including the SDF’s use of drones.

    In Deir Ezzor, an Enab Baladi correspondent said convoys from the Ministry of Defense headed to the eastern and western countryside of Deir Ezzor, east of the Euphrates River, to take over areas after tribal forces seized them and expelled the SDF.

    The correspondent denied that there were clashes between the army and SDF pockets in the newly controlled areas.

    In al-Hasakah, the Syrian army’s Operations Command said today, Monday, that army units reached the outskirts of al-Hasakah city as part of a deployment plan under the agreement with the SDF.

    The governorate saw security tensions on Sunday evening, when the SDF opened fire on civilians, killing five people, including a child, in the villages of al-Ashara and Tal Majdal in the Jabal Abd al-Aziz area (central al-Hasakah Governorate).

    On the ground, the SDF has fortified positions inside al-Hasakah city, setting up earthen berms at its southern entrances. According to the correspondent, there is a distance of about 20 kilometers between the army and the SDF positions inside the governorate, with that stretch controlled by neither side.

    The correspondent also reported an SDF arrest campaign in al-Hasakah, particularly in the neighborhoods of Ghuwayran and al-Nashwa, while confirming that the area is currently calm.

    Accusations of violating the truce

    The SDF said today that the government continues its attacks in Ain Issa (northern Raqqa), al-Shaddadi (southern al-Hasakah), and Raqqa.

    It pointed to clashes around al-Aqtan Prison in Raqqa, which holds detainees affiliated with the Islamic State group, describing the development as “extremely dangerous.”

    The SDF warned that the threat level is escalating significantly, amid attempts by these factions, referring to the Ministry of Defense, to reach the prison and seize control of it, which it said could have serious security repercussions, threaten stability, and open the door to a “return of chaos and terrorism.”

    In a statement to the state-run al-Ikhbariya TV channel, the Syrian army’s Operations Command said some groups affiliated with the Kurdistan Workers’ Party (PKK) and “remnants of the fallen regime” are trying to obstruct implementation of the agreement by targeting army forces.

    It announced the killing of three soldiers and injuries to others in two attacks on deployed forces, without specifying the location.

    New agreement

    These developments come after Syria’s transitional president, Ahmed al-Sharaa, signed a new agreement with SDF commander Mazloum Abdi, consisting of 14 clauses:

    A comprehensive and immediate ceasefire on all fronts and contact lines between government forces and the SDF, and the withdrawal of all SDF affiliated formations to east of the Euphrates as a preliminary step toward redeployment. The immediate handover of Deir Ezzor and Raqqa governorates, administratively and militarily, to the Syrian government in full, including all civilian institutions and facilities, issuing immediate decisions to keep current employees in their posts within the relevant state ministries, and a government commitment not to target SDF personnel and fighters or the civil administration in the two governorates. The integration of all civilian institutions in al-Hasakah Governorate into Syrian state institutions and administrative structures. The Syrian government’s takeover of all border crossings and oil and gas fields in the region, and securing them through regular forces to ensure resources return to the Syrian state. The integration of all SDF military and security personnel into the structures of the Syrian Ministries of Defense and Interior on an “individual” basis after required security vetting, granting ranks and financial and logistical entitlements in accordance with regulations, while protecting the specificity of Kurdish areas. The SDF leadership’s commitment not to recruit remnants of the fallen regime into its ranks, and to submit lists of former regime officers present in northeastern Syria. A presidential decree appointing a candidate to serve as al-Hasakah governor as a guarantee of political participation and local representation. Removing heavy military deployments from the city of Ain al-Arab/Kobani (northern Aleppo, on the Syrian Turkish border), forming a security force from the city’s residents, and maintaining a local police force that reports administratively to the Ministry of Interior. Integrating the administration responsible for the Islamic State detainees and camp files, along with the forces tasked with protecting those facilities, with the Syrian government, so that the government assumes full legal and security responsibility. Adopting a list of nominated leaders submitted by the SDF leadership for senior military, security, and civilian posts within the central state structure to ensure national partnership. Welcoming Presidential Decree No. 13 of 2026, which recognizes Kurdish cultural and linguistic rights and addresses legal and civil issues for unregistered Syrians (maktoumei al-qayd) and the restoration of accumulated property rights from previous decades. The SDF’s commitment to expel all non Syrian PKK leaders and members outside the borders of the Syrian Arab Republic to ensure sovereignty and regional stability. The Syrian state’s commitment to continue combating terrorism, including the Islamic State group, as an active member of the international coalition, with joint coordination with the United States to ensure the region’s security and stability. Working toward understandings on the safe and dignified return of the residents of Afrin (northwestern Aleppo Governorate) and Sheikh Maqsoud (a Kurdish neighborhood in Aleppo city) to their areas.

    Provisions of the ceasefire and the integration of the SDF into state institutions

    Abdi to Damascus

    Abdi is expected to arrive in Damascus today to meet President al-Sharaa and complete the agreement.

    In a video published by Ronahi TV, which is close to the SDF, and translated by Hawar News Agency, Abdi said, “This war was imposed on us, even though we wanted to stop the attacks.”

    Despite signing the agreement, Abdi said they will continue their resistance and struggle and that they have the strength and faith to do so, as he put it.

    He added that the SDF will brief its people on the details of the agreement more broadly after returning from Damascus, expressing hope that civilians and fighters will understand its stance.

    Developments accelerated after an earlier agreement between the government and the SDF that provided for the latter’s withdrawal from Deir Hafir (eastern Aleppo) to areas west of the Euphrates. The area later witnessed wide clashes that ended with the government taking control of all of Deir Ezzor Governorate and the city of Raqqa, following tribal movements against the SDF.
