Consumer Investigation: An Independent Quality Monitor assigned to troubled nursing home

CHARLOTTE, N.Y. — Waterview Heights Rehabilitation and Nursing is under increased scrutiny, with the Department of Health (DOH) appointing a second monitor to oversee operations. This comes after a DOH-assigned manager began overseeing operations late last summer. The manager and recently added independent monitor were assigned because the facility is designated a Special Focus Facility for failing to meet standards. The designation was made because health inspectors found severe staff shortages, leading to residents lying in their own waste for hours and serious medication errors.

The newly added independent quality monitor is now on-site, reporting directly to the DOH. The spokesman for Waterview Heights, Jeffrey Yeh applauds the move.

“It takes time to take a special focus facility out of special focus,” said Yeh. “And they’re getting there.”

Deanna: “One might assume, perhaps incorrectly, that DOH bringing a second manager in does not bode well. It means that there are so many problems here that they need more reinforcements to get it fixed.”

Jeffrey Yeh: “Or is it that we want to fix it at a quicker pace? Do we want to fix it at a quicker pace? And I think that’s what the state of New York is looking for.”

The DOH mandates an on-site independent quality monitor when “conditions substantially violate health, safety, or resident care standards, posing a danger to resident health and safety,” according to a DOH overview document describing the purpose of the position.

Yeh assures that significant improvements have been made since the first DOH-appointed manager arrived four months ago. The DOH inspected the facility last month, but the report is not yet publicly available.
