The Hurghada Misdemeanor Court in Egypt has issued prison sentences and fines over the sinking of a “Sindband” submarine back in March 2025, which claimed the lives of six Russian tourists and injured 29 others.
The Egyptian court sentenced the captain of the sunken tourist submarine to two years in prison with a LE 2,000 bail, and sentenced the maintenance manager to six months with a LE 1,000 bail.
The Red Sea Public Prosecution charged the defendants with involuntary manslaughter and causing injury through negligence.
These charges were based on a specialized technical report from the Maritime Safety Authority, which revealed that the sinking was caused by water leaking into the submarine during diving preparations.
The water leak resulted from negligence in maintenance and safety procedures, leading to the rapid sinking of the vessel while it was docked in front of a prominent hotel in Hurghada, the report explained.
The referral also included the trial of another official, who was tried in absentia.
Investigations confirmed that the submarine was carrying 50 individuals: five Egyptian crew members and 45 tourists of various nationalities, the majority of whom were Russian.
Tragedy at sea
On March 27, the Red Sea Governorate’s operations room received a report regarding the sinking of the “Sindbad”—a popular recreational submarine used for coral reef tours—approximately one kilometer from the shore during preparations for a daily dive.
The accident resulted in the deaths of six Russian tourists, including children according to some reports, and the injury of 29 others who suffered from oxygen deprivation and various wounds.
The victims were transported to Hurghada hospitals.
The incident sparked official outrage in Russia, where authorities labeled the event as a ‘crime’ and opened a parallel criminal investigation.
Egyptian authorities maintained full transparency throughout the investigation, vowing to take action against any negligence.
