North Carolina Insurance Commissioner Mike Causey is asking President Donald Trump not to pardon Greg Lindberg, who pleaded guilty last year to fraud and money laundering.
In a letter dated Tuesday, Dec. 23, Causey described Lindberg’s criminal conduct as deliberate and sustained.
“Mr. Lindberg’s criminal conduct was not incidental, technical, or victimless,” Causey wrote.
Lindberg, 55, was once the biggest political donor to the North Carolina Republican Party. A former insurance executor, he pled guilty last year to leading a $2 billion fraud and money laundering scheme, which profited off of thousands of people who had insurance through his Durham-based companies.

The full FBI investigation took 18 months. In his letter to Trump, Causey wrote that Lindberg was recorded attempting to bribe him, in his official capacity as insurance commissioner, to remove a senior department official who found and exposed “serious financial improprieties” in Lindberg’s insurance work.
“The evidence presented was not speculative. It was contemporaneously recorded, exhaustively investigated, and ultimately proven in federal court,” Causey wrote.
“Mr. Lindberg’s actions were a calculated attempt to undermine regulatory oversight, evade accountability, and silence those whose duty it was to safeguard policyholders, retirees, and working families,” the letter continued.
Causey said Lindberg’s misconduct and its consequences did not end with his conviction.
Instead, the victims — including policyholders and employees – continue to face the fallout and repercussions associated with the wrongdoings.
“These harms are real, ongoing, and irreparable,” Causey wrote. “A pardon would not undo them; it would compound them by signaling that wealth, influence, and persistence can outweigh accountability.”
The letter comes as Lindberg has hired Keith Schiller, a longtime Trump associate, to lobby for a pardon on his behalf.
U.S. Senator Thom Tillis, a Republican representing North Carolina who is not seeking reelection in 2026, said in a social media post that he fully agrees with Causey.
“There should be no pardon given the troubling nature of this crime and all the evidence that supported the conviction,” Tillis wrote on X.
During Trump’s first administration he granted a pardon to former N.C. Congressman Robin Hayes. Hayes, who was head of the N.C. Republican Party at the time, was accused of lying to FBI agents during the bribery investigation and had accepted a plea deal. In issuing the pardon, the White House said Hayes had the support of Tillis and other members of the state delegation.
