The Syrian Ministry of Energy announced today that it has laid the cornerstone for a new power generation plant in the Mhardeh area in Hama governorate (central Syria), with a capacity of 800 megawatts.
The ministry explained, in a statement posted on its Facebook page, that Energy Minister Mohammad al-Bashir laid the cornerstone of the project in the presence of Hama governor Abdul Rahman Al-Sahyan.
The media office at the Ministry of Energy told Enab Baladi that the project comes under an agreement signed between the ministry and UCC Holding, which provides for the construction and operation of four power plants with a total capacity of 4,000 megawatts, in addition to solar energy projects with a capacity of 1,000 megawatts.
It added that this step is a continuation of projects the ministry has previously launched, and aims to improve the efficiency of electric power in Syria in ways that contribute to boosting development, improving service levels, and meeting citizens’ needs.
The energy minister said on his account on X that the project comes within the framework of “strategic plans to develop the energy sector, in a step aimed at strengthening the production capacity of the power system, improving grid stability, and supporting the requirements of economic and public services development.”
On 4 December, the Ministry of Energy announced that it had laid the cornerstone for the Zeyzoun thermal power plant in western rural Hama (northwestern Syria), with a capacity of 1,000 megawatts, to strengthen the electricity infrastructure and increase generation capacity in the area.
It also announced on 2 December that it had laid the cornerstone for a thermal power plant in the al-Taim field in Deir Ezzor (eastern Syria), with a capacity of 1,000 megawatts.
$7 billion agreement to secure electricity
On 29 May, the Syrian Ministry of Energy signed a memorandum of understanding with the global group UCC Concession Investments to expand investment in the energy sector, with a value of up to $7 billion.
The Qatari company UCC Concession will act as the lead developer in the agreement, alongside the Turkish companies Kalyon GES Enerji Yatirimlari and Cengiz Enerji, and the American company Power International USA.
Energy Minister Mohammed al-Bashir said during the signing ceremony at the People’s Palace in Damascus, which Enab Baladi attended, that the investment value under the memorandum of understanding is 7 billion US dollars and will contribute to generating 5,000 megawatts, which will help increase the number of hours of electricity supply and positively affect all aspects of life.
Al-Bashir explained that the agreement includes developing four combined-cycle gas turbine (CCGT) power plants in Deir Ezzor, Mhardeh, Zeyzoun in rural Hama, and Tarifawi in rural Homs (central Syria), with a total generation capacity of about 4,000 megawatts, using American and European technologies, along with a 1,000 megawatt solar power plant in the Wadiyan al-Rabi area in southern Syria.
The CEO of UrbaCon (UCC) Holding, Ramez al-Khayyat, said the investing companies will use the latest equipment in the energy sector, and that the project will provide more than 50,000 direct jobs and 250,000 indirect jobs, helping to support the labor market in Syria.
The signing of the agreement was attended by a broad official delegation, as well as the US envoy to Syria, Thomas Barrack.
In a speech he delivered during the signing ceremony, Barrack said that US President Donald Trump had taken a bold decision to lift sanctions on Syria without conditions.
