The Canadian foreign minister commented on the decision by saying that Canada welcomes the positive steps taken by the Syrian transitional government since the fall of the Assad regime toward a peaceful, Syrian-led political transition, adding that Canada firmly stands with the Syrian people in their quest for an inclusive, stable and prosperous future.
For his part, Canadian Minister of Public Safety Gary Anandasangaree said that Canada will continue to closely monitor the situation in Syria and take measures against violent extremist or terrorist activities carried out by the Islamic State group, al Qaeda, or others that pose a threat to Canada, its citizens and its interests around the world.
In a statement, the Syrian Ministry of Foreign Affairs welcomed the Canadian government’s decision to lift the sanctions imposed on Syria, considering the move a positive development that reflects growing recognition of the negative impact of sanctions on the lives of the Syrian people and on vital sectors.

“We extend our thanks and appreciation to the Government of Canada for its positive steps in removing Syria from the lists of state sponsors of terrorism and lifting the designation of Hayat Tahrir al Sham, which was dissolved along with the remaining armed groups at the Victory Conference, and we value its continued support for Syria and its people on their current path toward stability and reconstruction,” al-Shibani said.
On 22 October, Syrian Foreign Minister Asaad al-Shibani received Gregory Galligan in Damascus and accepted his credentials as Canada’s permanent, non resident ambassador to Syria, according to a statement by the Syrian Foreign Ministry.
Canadian envoy to Syria
On 8 February, former Canadian Prime Minister Justin Trudeau announced the appointment of Omar Alghabra, member of parliament for Mississauga Centre, as Canada’s new special envoy to Syria.
Trudeau said, according to the statement on the official website of the Canadian prime minister, that the decision came after decades of atrocities committed by the now-ended Assad regime, and that a new chapter in Syria has begun.
“During this transitional period, Canada will continue to stand by the Syrian people in their pursuit of a just and inclusive society,” he added.
As special envoy, Omar Alghabra will advise the prime minister and Canadian Foreign Minister Mélanie Joly on Canada’s efforts to support the Syrian people in meeting their urgent needs and moving toward an inclusive and peaceful future.
He will also consult with a range of “stakeholders,” including subject-matter experts, regional actors and international partners, to promote inclusive governance and ensure the protection of human rights, according to the prime minister.
