North Carolina health officials say they have begun issuing updated curriculum requirements to the organizations that run the state’s federally funded sex-education programs.
The move follows an Aug. 26 letter from the Administration for Children and Families —which is under the U.S. Dept. of Health and Human Services— instructing North Carolina to remove all references to what the agency calls “gender ideology” from materials used in the Personal Responsibility Education Program, or PREP. The program funds evidence-based sex education for adolescents.
North Carolina was one of 46 states and territories to receive the directive, which is part of a broader push by the Trump administration to eliminate what it terms “gender ideology” from federally funded educational and health programs.
The agency did not define the term, but prohibited content includes explanations of gender identity, guidance on pronoun use, and descriptions of transgender, nonbinary, or gender-expansive identities.
The federal letter argued that material addressing gender identity or support for LGBTQ youth is outside the scope of the law authorizing the program, even though such content had previously been approved.
State officials said they worked with curriculum developers to revise three programs: Family Life and Sexual Health; Rights, Respect, Responsibilities; and the Teen Outreach Program. In an Oct. 27 letter to federal officials, Kelly Kimple, director of the state Division of Public Health, said the state removed whole lessons from FLASH, rewrote portions of the 3Rs curriculum and made similar changes to the Teen Outreach Program.
The state is now briefing the five organizations that operate PREP programs in 10 counties, both in traditional public schools and charter schools, on the coming changes
North Carolina received $1.56 million in PREP funding for fiscal year 2025. Another $3.3 million for fiscal years 2026 and 2027 could have been at risk if the state had failed to comply.
The Trump administration framed the move as ensuring PREP reflects congressional intent and said it would hold states accountable. California’s PREP grant was terminated after the state declined to remove similar content.
