The owner of downtown Greeley’s Quality Inn and Conference Center hopes to refurbish the property into a fresh Delta by Marriott flagship.
Bruce Rahmani, owner of Colorado Hospitality Services Inc., based in Northglenn, presented his plan to the Greeley Downtown Development Authority in October, seeking help in securing from $5 million to $8 million he needs to finance the estimated $19.9 million project.
Both the DDA and the city of Greeley have programs to provide resources to lure business growth and retention. While Rahmani has presented his case to both, no figures have been discussed concretely, and he declined to discuss financial details of the project. All involved say they are very early in any talks.
“Our committee will be looking at a combination of a building-improvement grant in addition to a (tax-increment financing) reimbursement,” said Bianca Fisher, executive director of the DDA. “But we have not had those formalized discussions. Our committee will get into the numbers, look at what the assessor is expecting to value the improved property and make recommendations.”
Tax-increment financing is a tool that uses the projected increase in future property-tax revenues to fund project improvements in areas in need of economic revitalization. The city of Greeley, as an example, granted the Leprino cheese factory TIF funding when it came to town in 2011.
“I know he’s made an application to the city, and they have to look at the tools they have available,” Fisher said. “With some redevelopment projects in downtown, we have partnered with the city on joint redevelopment agreements. Maybe we can jointly package that together. That is something we would likely explore, but we’ve not put numbers on paper.”
The hotel was built on the site of the former Chief Theatre, which was demolished in 1985 to make room for the Ramkota hotel’s parking lot, according to a Visit Greeley blog post. The Ramkota began operating in 1978. The property was quitclaimed from the Greeley Urban Renewal Authority to Greeley Hotel Ventures in 1995, which sold the property in 2001 to Greeley Regency Hotel Inc., for $4.5 million. The property fell into foreclosure in 2010.

(Christopher Wood/BizWest)Rahmani, who purchased the former Clarion Hotel out of foreclosure for $1.8 million in 2010, said he has already received approval from Marriott to convert the hotel into a full-service Marriott brand. Rahmani also already has one Delta by Marriott hotel at 10 E. 120th Ave, Northglenn, which he converted from a Ramada Inn brand in 2021. He said he plans to apply the same concept and look at the Greeley site at 701 Eighth St.
“We’re looking at the Marriott corporate name — that’s the key,” Rahmani said in an interview with BizWest. “When people see the Marriott name, they trust that brand. We know Greeley can (support) another full-service hotel. It has plenty of limited-service hotels, but other than the DoubleTree, the closest full-service hotel is at the Embassy Suites in Loveland.”
Rahmani, who worked at the former 10-story Holiday Inn at 609 Eighth Ave. while he studied for his doctorate in education at the University of Northern Colorado in 1978, said he hopes a Marriott brand will provide the draw for sports teams competing at UNC, corporate travel, and convention space. That former hotel is now the site of The 609 Studios.
“It’s a great project,” Rahmani said of his plan to refurbish the property across the street from his former employer. He now owns 50 hotels, including two in Loveland and one in Fort Collins.
Marriott will require a full renovation of guestrooms to meet brand standards, a redesign of the lobby, and the addition of amenities such as a fitness center, ballroom and meeting rooms, as well as a complete redesign of the building façade, entrance and all the outdoor public spaces, according to the DDA’s October meeting minutes. Rahmani also will have to increase employees from roughly 20 now up to 60 under the Marriott flag.
In his time running the downtown Greeley hotel as a Quality Inn, Rahmani had intentions to turn the run-down hotel into a premier meeting and event place in downtown Greeley. But in those 15 years, the hotel continued to struggle.
Nine years ago, the DoubleTree by Hilton opened downtown, becoming a full-service hotel conference space with a restaurant.
“Since the DoubleTree came, we had to wait longer to make sure the market is strong enough,” Rahmani said. “Now it’s time to have a second full-service hotel.”
Fisher said this redevelopment announcement feels pretty credible. “It’s one thing for someone to tell you they’ll (refurbish a hotel). The fact that he’s already gotten approval from Marriott for that Delta brand is no small task,” Fisher said. “They are rigorous about their standards and utilizing their contractors and designers. There’s a pretty high benchmark to reach to have access to that flag. That is very promising that he’s already done that much.”
Another hotel is also planned downtown. Richmark Vertikal LLC earlier this fall noted plans to build an 80- to 100-room hotel, alongside a downtown civic campus redevelopment project.
That would give downtown close to 400 hotel rooms. Fisher said downtown Greeley could handle all three.
“It’s probably pretty staggering the amount of money left on the table because there’s not the capacity now,” Fisher said. “If they’re all properties of high reputation they could play well off one another. There is absolutely room in the market. And if you think about the university, visiting football teams and family events, and the corporate capacity, there’s a lot of untapped market, but also with the existing market, there is room.”
