Community Development Director Brian McBroom will serve as Greeley’s acting city manager as City Manager Raymond Lee resigns.
The Greeley City Council met Monday to appoint McBroom and accept Lee’s formal resignation under a separation agreement with the city.
McBroom will officially assume his new role on Dec. 3, though he’ll also serve in the role when Lee isn’t in the office prior to his official last day on Dec. 2. Lee, who will act as a mentor for McBroom until Lee’s final day, is set to effectively depart Nov. 21 as he uses holiday time.
McBroom will hold the position until the city appoints a new city manager, before returning to his role as community development director.
“During this period of transition, my expectations of you are to build and maintain transparency and trust with the residents of Greeley, the city council, and within the organization of the city of Greeley,” Councilwoman Melissa McDonald said before voting to appoint McBroom. “I would also like to see you shepherd the new city manager along the path to successful leadership within the city, and we are all behind you and support you through this transitional period.”

McBroom is also the founder of High Country Leadership LLC, a company that provides executive-level coaching and consulting services.
During his time as acting city manager, McBroom will receive a salary of $318,474.69, which is the same amount previously paid to Lee for his work as city manager. The median income for Greeley residents is around $76,462, according to 2024 census data.
Under his separation agreement with the city, Lee will receive all wages due up to his resignation date, accrued but unused paid time off and a payment of more than $106,000.
“I’m happy to serve. It’s a wonderful community and a terrific organization. There are a lot of really smart, committed and hardworking folks here, which is good, because we have a lot to do,” McBroom said after his appointment. “I’m not interested in being the city manager, but I have been the city manager in my past. And so I’m happy to fill that role.”
