The decision, issued Thursday, November 6, won the support of 14 of the Council’s 15 members with no objections, while China abstained, allowing for its formal adoption.

Olabi said the decision renews the Council’s commitment to Syria’s sovereignty, independence, and territorial integrity. He called it an expression of the Syrian people’s will to restore their country’s standing among nations and to move confidently toward building a new Syria that includes all its citizens. He stressed that Damascus extends its hand to all countries seeking partnerships, successes, and investment.
Syria’s Ministry of Foreign Affairs and Expatriates also welcomed the resolution, calling it the Council’s first decision after the fall of the former regime and saying it reflects an international consensus in support of Syria’s stability, unity, and sovereignty.
In a statement on X, the ministry said the decision recognizes the Syrian government’s positive role and its efforts to enhance regional security and stability and to create the conditions for reconstruction and sustainable development in the service of the Syrian people. Removing President al-Sharaa and Interior Minister Anas Khattab from sanctions lists, it added, reflects growing confidence in President al-Sharaa’s leadership.
The ministry said the delisting constitutes legal and political confirmation of the state’s steadfast approach to safeguarding Syrians’ rights, establishing security and peace, and combating narcotics trafficking and terrorism. It argued that the Council’s consensus after years of division represents a victory for Syrian diplomacy, which has succeeded in restoring international recognition of Syria’s status and pivotal role in the region.
