Syria’s transitional president, Ahmad al-Sharaa, will participate in the COP30 climate summit hosted by the Brazilian city of Belém from November 6 to 21, in an official visit that marks the first time a Syrian president has attended the conference since it began in 1995.
The Presidency’s Media Directorate told the Syrian Arab News Agency (SANA) on Wednesday, November 5, that President al-Sharaa will make an official visit to Brazil on November 6 and 7 to take part in the summit, which brings together dozens of leaders from around the world.
The directorate said the program includes bilateral meetings for President al-Sharaa with a number of leaders and delegations on the sidelines of the UN’s annual summit.
A source at Brazil’s Foreign Ministry also confirmed to Asharq News on November 4 that the Syrian president will attend the summit, noting this will be the first official Syrian participation at the head-of-state level in the climate conferences since their inception.

The United States will not participate
The United States announced it will not send any senior officials to COP30 in Belém, according to Reuters, citing a White House official.
The official said on October 31 that President Donald Trump clearly conveyed his administration’s stance on multilateral climate action in his address to the UN General Assembly last month, describing climate change as “the greatest hoax in the world” and criticizing environmental policies he said had “cost countries enormous wealth.”
The decision aligns with the Trump administration’s preference for bilateral energy deals over international commitments, as it seeks to boost liquefied natural gas exports to countries such as South Korea and the European Union and promote energy partnerships it views as more beneficial to the U.S. economy.
Reuters also reported that Washington previously threatened visa restrictions and sanctions on countries backing an International Maritime Organization plan to cut shipping emissions, prompting most members to delay a vote on global carbon pricing for a full year.
The U.S. position this year has also stepped back from supporting an international agreement to curb plastic pollution. The White House argues that “global interest in climate is waning,” citing a recent memo by businessman Bill Gates urging a shift away from an “overemphasis on temperature reduction targets” and stating that climate change “will not lead to human extinction.”
