Berry, Miller-Foushee Set for Re-Election to Chapel Hill Town Council; McMahon, Rivers Projected to Join

With the early vote totals and nearly all of Chapel Hill’s precincts reported on Tuesday night, the Chapel Hill Town Council election appears unofficially decided.

Incumbent council members Camille Berry and Paris Miller-Foushee, as well as first-time council candidates Wes McMahon and Louie Rivers III, appear set to earn four-year terms. The trio of Berry, McMahon and Rivers separated themselves with the early vote totals, with Miller-Foushee leading second-time challenger Erik Valera for the fourth available seat by hundreds of votes. With 16 of 16 precincts reporting in Orange County, Rivers led the voting totals with 21.31% followed by McMahon (21%), Berry (20.81%), Miller-Foushee (19.49%) and Valera (16.41%).

    Both Rivers and McMahon will make the leap to the town council after spending time on the Town of Chapel Hill Planning Commission. Rivers, a social science advisor for the U.S. Environmental Protection Agency and former professor, also spent time on the Booker Creek Watershed working group. Prior to joining the EPA, Rivers was a professor in the Department of Forestry and Environmental Resources at NC State University for nine years and in the Environmental Science program at Michigan State University for five years. McMahon, meanwhile, spent six years a member of the Town of Chapel Hill Parks, Greenways, and Recreation Commission, as well as on the board of North Carolinians Against Gun Violence (NCGV) and currently works as an ESL teacher for Durham Technical Community College.

    Berry will remain on the town council, serving her second term after having first been elected in 2021 alongside fellow newcomers Miller-Foushee and Adam Searing — who announced this summer he would step down from elected offices. During her time on the council, Berry served as the council liaison in the search for a new police headquarters, and she was a speaker at April’s “Hands Off” protest. She has been a staunch housing advocate for the community, voting in favor of affordable housing projects like the town’s Legion Road effort and the creation of an affordable housing loan fund with UNC Health.

    “The desire to continue engaging and partnering with the community, town staff, area agencies, and other government entities drove me to run for re-election,” she told Chapelboro prior to the election. “I would also like to continue working with the mayor and fellow council members to set policy addressing immediate challenges and opportunities, while having future generations in mind.”

    After running on a platform to improve affordable housing efforts in 2021, Paris Miller-Foushee helped usher in a variety of projects alongside her colleagues. In addition to approving part of the town-owned land at Legion Road to become an affordable housing community and public park, she was among the council members who pushed for a bigger affordable housing commitment from UNC Health when weighing its proposed Eastowne expansion — ultimately leading to the creation of the $20 million Affordable Housing Loan Fund. The fund will provide loans to projects aiming to build more or preserve existing below-market housing, serving as an incentive to developers to consider options beyond market-rate housing.

    “While I have accomplished much in the past years,” Miller-Foushee said prior to the election, “there is still more for me to do — continuing to bring diverse community voices to the decision-making table; creating opportunities for minority-owned businesses; seeing the Bus Rapid Transit system through to completion; and pushing for smart, compassionate policies that support Chapel Hill’s long-term vitality. I hope voters will allow me to continue working on their behalf to make Chapel Hill a place where all can feel welcome and flourish.”
