Poll: Who do North Carolinians blame for the government shutdown? Everyone.

A plurality of North Carolinians hold President Donald Trump and his Republican allies in Congress responsible for the federal government shutdown, a new Catawba College-YouGov poll found, but Democrats and “all elected officials” are also taking blame.

    Asked who they think is “most responsible for the current government shutdown,” 22.8% of respondents answered the Republican Party, and an additional 18% answered the president — a combined 40.8%. Just under 5% said they didn’t know.

    However, the minority party did not escape blame from poll respondents: 29.1% said they felt the Democratic Party was most responsible for the shutdown. And just over a quarter (25.2%) of those polled said “all elected officials are equally responsible.”

    The poll comes as the shutdown drags into its second full month, with congressional leaders unable to come to an agreement on funding the government. The ripples of that shutdown have begun to impact wide swaths of North Carolinians, with SNAP food aid reduced and federal health care tax credits in danger of expiring.

    Democrats have called on Republicans, who hold majorities in Congress, to pass a full government spending bill that includes a renewal of those health care tax credits, among other key measures. Republicans have pushed for a more narrowly tailored spending bill, while accusing Democrats of leveraging the shutdown for political gain.

    And while the parties loudly blame each other for the shutdown’s negative impacts, voters remain divided on who, exactly, is most to blame.

    “With this latest shutdown close to becoming the longest in American history, the division among North Carolina partisans reflects the nation’s divided state,” said Michael Bitzer, professor of politics and history at Catawba College.

    Among those who self-identified as Democrats, a combined 68% said either Trump or Republicans were most responsible. Almost 56% of Republicans said Democrats were most responsible.

    However, self-identified independents, who made up 35.8% of those polled, assigned blame to both parties: 34% of them said “all elected officials were equally responsible.” While 25.9% of independents held Democrats responsible for the shutdown, 17.8% blamed Trump and 17% blamed Republicans.

    The Catawba-YouGov online poll of 1,000 North Carolinians was conducted from Oct. 16-24. It has a margin of error of +/- 3.79 percentage points.
