Suwayda governorate launches “humanitarian initiative” to facilitate the return of the displaced

Suwayda governorate announced on Wednesday, October 15, the launch of a “humanitarian initiative” aimed at facilitating the return of displaced residents to their homes.

Through its official channels, the governorate announced that it has opened registration for priority-based home repairs.It added that anyone wishing to return can contact the governorate’s Director of Public Relations, Abbas al-Sulayman, to submit their information for inclusion in the rehabilitation program.

    Suwayda’s governor, Mustafa al-Bakour, said “areas where security and services have been restored are now ready to receive their residents again, ensuring a safe and dignified return.”He confirmed instructions, under the guidance of Syria’s transitional president, Ahmed al-Sharaa, to provide financial compensation to owners of homes damaged in the recent events, noting that compensation would be issued without discrimination among Syria’s social components.

    Returning tinged with fear

    Around 100 families displaced from Suwayda and living in Daraa governorate returned to the village of al-Asfar (eastern Suwayda countryside, southern Syria) on September 14, under the supervision of Suwayda Governorate and Internal Security forces.

    According to Enab Baladi’s correspondent in Daraa, the Syrian Arab Red Crescent distributed food and hygiene assistance to returnees along the Suwayda–Damascus road, then members of the General Security and Governor Mustafa al-Bakour escorted them back to al-Asfar.

    Al-Asfar is a village with a predominantly Bedouin population, whose residents were recently displaced during the mid-July events in Suwayda. Some returning families fear a repeat of July’s scenario when they were forced to flee amid violations they say were committed by local groups.

    The spokesperson for Suwayda Governorate’s media office, Abdullah al-Dulaimi, told Enab Baladi earlier that the towns to which the displaced are returning are generally safe, with an army and security cordon separating Arab tribal residents from residents belonging to the Druze community to prevent renewed clashes.

    Government Internal Security forces have been working to separate Suwayda’s local factions from tribal gunmen. Clashes have periodically erupted between local factions in Suwayda and Internal Security.

    Fighting in Suwayda in July displaced hundreds of Bedouin families from the governorate, who then settled in neighboring Daraa.

    According to a statistic by the Syrian Network for Human Rights published in early August, at least 1,013 Syrians, combatants and civilians from all sides, were killed during the events in Suwayda between July 13 and the date of the report.

    The bloodshed in Suwayda began with reciprocal kidnappings between local factions in the governorate aligned with the Druze spiritual leader Hikmat al-Hijri and Bedouin tribes.

    On July 14, forces from the Interior and Defense ministries entered to end the fighting but were met with resistance from local factions after reports of violations by government forces.Israel then intervened in the conflict, leading to the withdrawal of government forces and the handover of the security file to local factions, which also committed violations against Bedouin families.

    The government controls more than 30 villages in Suwayda’s eastern and northern countryside, while local factions hold the rest of the city.
