Bhubaneswar: The 28th meeting of the State Cabinet, chaired by Chief Minister Mohan Charan Majhi, was held on Friday at the conference hall of Lok Seva Bhawan.
Following the meeting, Chief Secretary Manoj Ahuja briefed the media on the major decisions approved by the Cabinet.
A total of 15 proposals from 10 different departments were discussed and approved during the session.
Among the significant decisions, the Cabinet approved a new state sector scheme titled “Swachha Odisha”, with an outlay of ₹1,600 crore for a period of five years starting from the current fiscal. The scheme seeks to improve the efficiency and effectiveness of sanitation efforts across the state by integrating various initiatives under a unified framework.
The Cabinet also approved an amendment to Rule 18 of the Odisha Taxation and Accounts Services Rules, 2011, replacing the fixed duration of induction or institutional training with a flexible clause — “the duration shall be as prescribed by the State Government from time to time.”
In another major decision, the Cabinet approved the framing of Odisha Employees State Insurance Scheme Laboratory Technician Service (Methods of Recruitment and Conditions of Service) Rules, 2025.
Further, the School and Mass Education Department received Cabinet approval for the procurement of 18,500 metric tonnes of 70 GSM Maplitho reel paper (16,500 MT for TBPM and 2,000 MT for BSE) and 1,300 metric tonnes of 170 GSM Glossy Art Cover paper (1,100 MT for TBPM and 200 MT for BSE) for the academic session 2026–27.
The procured paper will be utilised for printing and supplying nationalised textbooks and allied books free of cost to students of Government and Government-aided schools from Classes I to VIII. As per Government orders, these textbooks will continue to be distributed free of cost to all eligible students across the state.
