ROCHESTER, N.Y. — The Rochester Housing Authority says that, despite the government shutdown, it will still get federal funding at least through mid-November.
RHA released a statement on Thursday, saying its housing assistance payments program won’t be interrupted. That’s because the Department of Housing and Urban Development, which funds public housing agencies such as RHA, will still distribute funding through mid-November. However, after that, payments to agencies could be on hold until the government resumes full operation.

RHA says that, even if the shutdown goes past November, it will still have enough money to “ensure uninterrupted services” for housing assistance payments because of the agency’s “good financial stewardship.” Over 26,000 people across the Rochester area use housing assistance payments. “The government shutdown is affecting many Federal agencies, including The Department of Housing and Urban Development (HUD). The Rochester Housing Authority (RHA) relies on HUD for primary funding for many programs and services, including Public Housing operational expenditures and all Housing Assistance Payment (HAP) programs, such as the Housing Choice Voucher (HCV) program/Section 8.”
“HUD has guaranteed Public Housing Agencies, like ours, will continue to receive its standard funding for HAP through mid-November, at which time, payments could be on hold until the government resumes full operation.”
“At RHA, our mission is to ensure all residents and participants have a safe place to call home, and will do everything in our power to prevent a lapse in services. Our good financial stewardship makes it possible for RHA to cover HAP for November. This funding will ensure uninterrupted services for more than 26,000 people across the greater Rochester area, should the shutdown continue past November. During this time, it is critical that participants continue paying their contracted rents. RHA is working closely with area community partners to prepare additional long-term solutions and will share further updates as they become available.”
