ROCHESTER, N.Y. – The Monroe County Department of Environmental Services is stepping up efforts to make the entrance to Monroe Community College’s downtown campus safer after the building has been hit eight times in six years.

The corner of Morrie Silver Way and Plymouth Ave. shows visible damage from these incidents, prompting the county to take action.

Students, staff and pedestrians frequently use the sidewalks and crosswalks near the main entrance. One student shared her concerns about careless driving in the area.

“They could have someone on the road, and a driver will go around the person,” Kora Leupold said.

To address these issues, the county installed smart traffic signals at Morrie Silver Way and Plymouth Ave. in 2024.

“It’s monitoring the speed of oncoming traffic,” Mike Garland, Monroe County Director of Environmental Services, said. “If it detects the vehicles traveling at too high of a speed, it will go from green to red.”

Although the campus building has been hit multiple times, no pedestrians have been injured in the area.

An upcoming project will create drop-off areas in front of the entrance, reducing the street to two lanes instead of three.

“I love that idea because usually people are in a rush here, especially the drivers,” Leupold said. “So you may not notice someone walking by if you’re distracted by other thoughts.

Another student expressed support for the changes, noting that impatient drivers often fail to stop for pedestrians.

“I think I do agree with some of these changes, because sometimes some of these cars don’t stop or yield to let us walk across,” Damya Simmons said.

Additionally, an automated walking signal will be added at the crosswalk to the main entrance. The sign will blink as people approach, eliminating the need to press a button.

“Safety is what the primary concern and purpose of this capital project is,” Garland said.

The county expects the project to be completed next spring.
