Ilham Ahmed, head of foreign affairs in the Autonomous Administration of North and East Syria (AANES), revealed that proposals, both Syrian and from other parties, have been raised suggesting that Mazloum Abdi, commander of the Syrian Democratic Forces (SDF), or another officer from the group, could assume the post of either defense minister or chief of staff in the Syrian army.
In an interview with Al-Majalla magazine on Saturday, September 27, Ahmed said the two main points of contention with the Syrian government are the future relationship between the SDF and the new Syrian army, and the future of the Autonomous Administration in northeastern Syria, namely the balance between centralization and decentralization.
She cast doubt on reports attributed to transitional Syrian president Ahmad al-Sharaa that Turkey could launch military action if no agreement with the SDF is reached before the end of the year. Ahmed said she does not believe there will be a direct Turkish threat to attack the SDF should talks fail, describing such deadlines and threats of war as “problematic” and counterproductive.
Al-Sharaa has stated that Damascus convinced Ankara not to launch a military operation against the SDF following the ouster of Bashar al-Assad, opting instead to give negotiations a chance. He hinted, however, that “if integration is not achieved by December, Turkey may take military measures.”
Ahmed stressed that Syrians now need to discuss constitutional articles collectively, not only as Kurds or another component, but as citizens. “We need to debate constitutional principles, how to entrench stability in Syria, how to preserve calm,” she said, adding that such foundations could serve as the basis for building a new Syria.
According to her, understandings are required on both the administrative and military systems, including the process of military integration. Representation of northeastern Syria in Damascus, reflecting Syria’s cultural diversity, is also key for the AANES, but so are constitutional guarantees, she added.
She estimated the combined strength of the SDF and security forces at around 100,000 personnel. Under the draft constitutional declaration, these forces could form corps within the army structure. Integration, she explained, would be gradual, with joint units and committees established during the transitional phase.
Meeting with Syrian Foreign Minister
Regarding her last meeting with Syrian Foreign Minister Asaad al-Shaibani in Damascus at the end of August, Ahmed said the two sides agreed to set a timeline for specialized committees to meet, deliberate on all issues, and announce understandings once consensus is reached.
The committees were expected to convene in September, before al-Sharaa’s trip to New York, but Ahmed said, “We are still waiting for Damascus to respond so that the committees can meet.”
“A Mask for Separatism”
On September 20, al-Sharaa responded to SDF demands for decentralization, asserting that Syria is already 90% decentralized thanks to Law No. 107. He argued that Syrian society is not ready to consider federal systems, calling such demands “a mask for separatism under different definitions.”
In his first meeting with Mazloum Abdi, al-Sharaa reportedly told him, “If you came here to demand Kurdish rights, don’t bother. My principle is that Kurds are equal citizens in Syria. I care more about Kurdish rights than you do.”
Al-Sharaa added that the March 10 agreement provided, for the first time, a solution supported by both the United States and Turkey. He accused certain factions within the SDF and the Kurdistan Workers’ Party (PKK) of sabotaging its implementation and slowing progress.
According to him, the current situation in northeastern Syria poses a threat to the national security of both Turkey and Iraq.
