‘Robbing Peter to pay Paul’: Teachers assistant says as RCSD superintendent gives update on ongoing payroll issues

ROCHESTER, N.Y. The Rochester City School District is still facing payroll issues after transitioning to the Oracle payment platform in July.

“A lot of staff out here today is robbing Peter to pay Paul. Tim Bauch said.

    Bauch is a teachers assistant who rallied with over a hundred of his colleagues outside of RCSD district headquarters Thursday afternoon. He expressed concerns about missed payment deadlines.

    “Our biggest concern is the deadlines that were given to us have not yet been met,” Bauch said.

    Superintendent Eric Rosser provided an update, stating while many employees are still affected, the number has decreased compared to two weeks ago. Employees rallied before the Board of Education meeting, demanding payment for owed wages.

    The district switched to Oracle on July 11, affecting roughly 3,500 employees who did not receive summer pay. As of now, 94% of that pay has been resolved, with fewer than 250 people still impacted. Bauch emphasized the struggles employees face due to delayed payments.

    “Big concern with whether their car notes are going to be paid. Their rent, their mortgages,” Bauch said. “The struggle is real.”

    RCSD CFO Robert McDow explained the ongoing issues with the Oracle system.

    “We still have some configuration defects with the system which has caused delays in correct deductions,” McDow said. “We expect this to be resolved by next month.”

    The district is issuing paper checks to some affected employees and is working with Oracle partners to develop a corrective action plan.

    Dr. Rosser assured that efforts are being made to resolve the payment issues by the next payroll on Oct. 3red.

    “Show us the money!” Bauch said.

    There is also a backlog in help desk tickets submitted by employees experiencing payment issues. McDow mentioned a plan to address this and will meet with Dr. Rosser on Monday to discuss further.

    The district also says its working with the Philadelphia and Syracuse school districts who also use Oracle, to help figure this all out.

    News10 NBC has tried to contact Oracle multiple times to learn what it’s doing to solve this. The company has not responded but we’ll keep you posted on any developments.
