Al-Sharaa: We Seek to Avoid War with Israel

Syrian transitional president Ahmad al-Sharaa said that Israel has carried out numerous attacks on Syria and continues to occupy the Golan Heights while making incursions into Syrian territory. However, he stressed that Syria seeks to avoid war as it enters a phase of rebuilding.

Speaking at the Concordia Summit in New York on Monday, September 22, al-Sharaa stated, “We are heading toward de-escalation to give Syria a chance to rebuild. If calm prevails and Israel adheres to any agreement, negotiations may advance.”

    Al-Sharaa held a dialogue with retired US General David Petraeus, former director of the Central Intelligence Agency (CIA), during the summit held on the sidelines of the UN General Assembly. He discussed Syria’s transitional phase and Damascus’ international relations.

    Al-Sharaa urged Israel to withdraw from Syrian territory, saying that security concerns can be addressed through negotiations. He noted that the talks with Israel would proceed in stages, beginning with a security agreement that would restore compliance with the 1974 disengagement accord.

    If the security arrangement succeeds, Damascus would move on to broader issues, including the fate of the occupied Golan Heights and the long-term relationship between Syria and Israel, according to al-Sharaa.

    In remarks to Reuters published on September 18, al-Sharaa said that the ongoing negotiations with Israel aimed at a security deal could yield results “in the coming days,” calling the agreement “necessary.” He added that progress had been delayed by the outbreak of violence in Suwayda (southern Syria) in July.

    SDF Talks Stalled

    On the negotiations with the Syrian Democratic Forces (SDF), al-Sharaa accused the group of slowing the implementation of the March 10 agreement.

    He argued that calls for decentralization carry separatist implications, posing risks to Syria and neighboring states. He stressed the need for peaceful solutions grounded in the March 10 agreement, which he said had broad domestic and international support.

    On March 10, al-Sharaa signed an agreement with SDF commander Mazloum Abdi to integrate the group into Syria’s state institutions, both civil and military.

    “Calm” Relations

    Regarding ties with Tehran and Moscow, al-Sharaa said he has worked to maintain “calm” international relations, while assuring that Syria poses no threat to other states.

    He reiterated his call to lift sanctions on Syria, describing their continuation as “another attempt to kill the Syrian people.” He said Syria needs “a new chance at life,” adding that while US President Donald Trump lifted sanctions, Congress must do more to permanently remove them.

    Al-Sharaa emphasized that Syria’s current priorities are security and stability, achieved by uniting its people and territory and advancing economic development.

    Al-Sharaa traveled to the United States on Sunday, September 21, to attend the 80th session of the UN General Assembly in New York.

    The presidential media office noted that he is the first Syrian president to participate in the General Assembly in 60 years, since former president Nureddin al-Atassi attended in 1967, and the first to take part in the UN’s High-Level Week (September 22–30).

    The General Assembly sessions focus on international issues, adopting the UN budget, electing non-permanent Security Council members, and appointing the Secretary-General upon Security Council recommendation.

    Al-Sharaa is expected to deliver a speech at the General Assembly and hold sideline meetings during the summit.
