EU welcomes Suwayda roadmap as US voices optimism

The United States and the European Union have voiced support for the roadmap on resolving the crisis in Suwayda (southern Syria), announced by the Syrian and Jordanian foreign ministries under the sponsorship of US Envoy to Syria Thomas Barrack.

On September 16, the Syrian Foreign Ministry announced the roadmap for Suwayda, affirming that the province is an integral part of Syria, that its residents are equal citizens with rights and duties, and that bridging the trust gap between the government and the population requires gradual steps to rebuild confidence and fully reintegrate the province into state institutions.

    The US State Department wrote on X  on Thursday, September 18, that US Secretary of State Marco Rubio expressed “optimism” about progress in the Suwayda roadmap, which aims to strengthen accountability and reconciliation, ensure justice for victims of what he called “atrocities,” and protect minority rights in Syria. Rubio stressed that “President Trump’s vision of peace through strength” continues to guide America’s policy in the Middle East.

    European Union spokesperson Anita Heber said in a statement Thursday evening that the EU welcomes the roadmap announced by Syria, Jordan, and the US to address the crisis in Suwayda.

    According to the statement, the EU encourages “swift implementation of the agreement” and continued dialogue among all parties, with the aim of reaching a sustainable solution that protects all Syrians without discrimination and preserves Syria’s security, independence, sovereignty, and territorial integrity.

In Suwayda, this roadmap charts not only a path to recovery but one future generations of Syrians can walk as they build a homeland of equal rights and duties for all.”

    The Roadmap

    At a joint press conference with Syrian Foreign Minister Asaad al-Shibani, Jordanian Foreign Minister Ayman Safadi, and US Envoy to Syria Thomas Barrack, al-Shibani announced the agreement on a roadmap “that guarantees rights, supports justice, enhances community reconciliation, and paves the way to healing wounds,” according to the Syrian Arab News Agency (SANA).

    The three countries affirmed their commitment to joint action for Syria’s stability, unity, and sovereignty, and to supporting a “comprehensive Syrian-led political process” that ensures participation of all components and reflects social diversity, with an emphasis on combating terrorism and extremism and ending societal divisions.

    The roadmap outlined urgent measures, including:

    The Syrian government inviting the UN Independent International Commission of Inquiry on Syria to investigate events in Suwayda and hold perpetrators accountable under Syrian law.

    Continuation of humanitarian and medical aid deliveries to the province in coordination with the UN, and restoring basic services with support from Jordan and the US.

    Deploying qualified police forces on the Suwayda–Damascus highway to secure movement of civilians and trade, and replacing civilian fighters at the province’s borders with regular forces.

    Supporting Red Cross efforts to release all detainees and abductees and complete exchange operations.

    Jordan, in coordination with the Syrian government, inviting delegations from Suwayda’s local communities (Druze, Christians, and Sunnis) and representatives of the Bedouin tribes in the province to reconciliation meetings.

    Announcing reconstruction plans for damaged villages and properties, with Jordanian and US assistance to secure necessary funding.

    The roadmap also called for reinforcing a “national narrative” based on unity and equality, and for criminalizing hate speech and sectarianism through new legislation with legal support from Washington and Amman.

    Suwayda Events

    The events in Suwayda began on July 12 following reciprocal kidnappings between residents of al-Maqous neighborhood (with a Bedouin majority) and members of the Druze community, which escalated into armed clashes the next day.

    The Syrian government intervened on July 14 to end the conflict, but its intervention was accompanied by violations against Druze civilians, prompting retaliation from local factions, including those previously cooperating with the Ministries of Defense and Interior.

    On July 16, government forces withdrew from Suwayda after Israeli airstrikes targeted them. This was followed by violations and acts of reprisal against Bedouin residents in the province, leading to the deployment of military convoys in the form of “tribal rescue mobilizations” in their defense.

    Subsequently, the Syrian government and Israel reached an agreement mediated by the US to halt military operations.
