“One slogan from a civil society campaign in Jordan once read, ‘my dowry (money for the bride) was rape,’” said Wafa Bani Mustafa, Jordan’s Minister of Social Development, at the launch of Equality Now’s regional report on rape legislation in Arab states on Tuesday, 9 September. “This slogan highlighted the grim reality that survivors, even when married under this law, were often denied their basic rights, such as dowry.” The minister was referring to the “marry your rapist” laws once present in several Arab countries. In Jordan, the law was repealed in 2017 following major campaigns, and similar repeals have taken place in Egypt, Tunisia, Lebanon, Kuwait, and Morocco. Yet the practice still lingers informally, outside the legal system.
