ROCHESTER, N.Y. – U.S. Customs and Border Protection is planning to install a surveillance tower in Rochester to enhance border security. The tower would provide 24/7 surveillance of the area.
A U.S. Customs and Border Protection representative said they are evaluating potential spots along Lake Ontario for the tower. The agency filed a proposal in 2022 to build around 280 towers and fix existing ones.
The port is near both a Coast Guard and Department of Homeland Security station, making it a possible location for the tower. These remote video surveillance systems have been used along U.S. borders for over a decade.
These towers allow agents to remotely control cameras, which can spin 360 degrees and use infrared technology to see at night. Vibration sensors send movement alerts to agents, who then check if a response is needed. The towers can track a person up to 7 1/2 miles away and reach 140 feet tall.
Opinions on the tower are mixed. Tim Card said, “I wouldn’t think Rochester would be a point that you would try and enter into the country. And who’s trying to go from Canada to the US?” Card added, “I don’t think it’s an immigration problem. I think it is now just monitoring your own citizens for…for whatever. For, not a very necessary purpose.”
Sade Deloach expressed support for the tower. “So I, I pretty much think it’s really good because as you can tell, some people travel here to the beach and it’s a lot of stuff going on,” Deloach said. “And throughout the years have been riots and people getting beat up and everything. So that’s a good way to detect everything. So I really feel like it’s a good investment.”
In 2024, there were around 450 border apprehensions in the Buffalo sector of the border, which includes Rochester. This is significantly less than the nearly 20,000 apprehensions in the section just east of Rochester that shares a land border with Canada. Along the southern U.S. border, there are hundreds of these towers, but only a handful in the northern region.
Border Protection plans to place a tower in Rochester by 2032, along with five in Buffalo and four in Niagara Falls. In total, they are looking to add 16 towers to the Buffalo sector.
