ROCHESTER, N.Y. – The Rochester City School District is continuing to address payroll issues that left hundreds of staff unpaid over the summer.
As News10NBC has covered, over 100 salaried teachers and around 700 hourly non-teaching employees went unpaid after the district faced challenges transitioning to Oracle, a new payroll company. The Rochester Teachers Association union provided a recent update, saying that about 99% of their members should have received their scheduled salary on Sept. 5.
The expectation is that staff will continue to get paid on Friday during payroll day and it will also include payments for work done prior to September. However, the RTA remains cautious, stating they’ll “believe it if/when it actually happens.”
Superintendent Dr. Eric Rosser has notified employees that the district will again provide an opportunity to preview the scheduled pay a couple of days before Friday, similar to the process for the Sept. 5 payroll. The RTA is also working with the district to ensure that the about 30 teachers who have not yet received their general salary are paid as soon as possible.
The district has assured the RTA that the more than 50 members adversely affected by payroll issues before September will have their issues resolved by Friday’s payroll. However, the RTA is skeptical due to the District’s “slow progress on these issues.” Formal negotiations will begin on Wednesday, with the RTA engaging in these negotiations alongside other RCSD unions (BENTE, RAP and ASAR).
“Our goal is to get the district to fairly reimburse affected members for interest on delayed pay and, any resultant fees, and costs caused by delayed or inaccurate pay,” RTA President Adam Urbanski said.

Despite no changes to medical and dental coverage or deductions, more than 150 RTA members experienced incorrect pre-tax deductions for their health care and dental insurance, with some being charged two or three times the correct amount. The RTA is addressing these instances with the District and encourages affected members to notify the RTA if their deduction is incorrect.
Sick Time
The new Oracle platform reflects available sick days and personal days differently than the previous PeopleSoft system. To calculate available days correctly, employees need to add their available personal illness days to their unused personal days.
The RTA acknowledges the frustration felt by their members and all other RCSD employees due to the persistent Oracle problems. They support the call for an independent investigation by the NYS Comptroller and are prepared to take additional legal and collective action if warranted. The RTA, in a united front with sister unions (BENTE, RAP, ASAR), is working to resolve all remaining issues and will continue to keep members informed about the progress of their efforts.
