A Manchester man was arrested early Thursday on suspicion of arson after deputies said he set fire to a cabin and tent on his property, destroying the structures and personal belongings of tenants.
The Mendocino County Sheriff’s Office reported that deputies were dispatched at about 4:44 a.m. Sept. 11 to assist the South Coast Fire Protection District with a residential structure fire in the 21000 block of Rancheria Road, off Mountain View Road.
Fire crews at the scene told deputies they had been informed the blaze was intentionally set by the property’s primary tenant, Steven Harper.
According to the Sheriff’s Office, witnesses said Harper had been intoxicated and harassing tenants throughout the night, threatening to burn their cabin and tent if they did not leave. Deputies said Harper later set both on fire and vandalized a vehicle belonging to one of the tenants.
Harper fled the immediate area of the fire but remained in his nearby residence, about 30 feet away. Deputies developed a tactical plan to extract him and called out for him to surrender. Harper eventually exited the home and was taken into custody without incident, authorities said.
The cabin, tent, and belongings were completely destroyed, but no other structures or wildland were threatened, according to investigators. An arson investigator from the Ukiah Valley Fire Authority responded and conducted an investigation.
Harper was booked into Mendocino County Jail on suspicion of arson of an inhabited structure, felony vandalism of more than $400, and violation of probation. He was being held without bail because of the probation violation, the Sheriff’s Office said.
