ROCHESTER, N.Y. – Some Rochester City School District staff have not been paid in nearly two months due to technical issues with a new management system. The district transitioned to Oracle, a new financial software, which has caused payroll problems affecting hundreds of employees.
“A whole lot of people working for the district are either not getting paid or not getting paid accurately or not getting paid in a timely way,” said Adam Urbanski, president of the Rochester Teachers Association. “And it really affects non-teaching employees and paraprofessionals.”
Superintendent Dr. Eric Rosser said all backpay should be resolved and in staff bank accounts by Sept. 19, if not earlier. However, during a recent board meeting, a resolution to address the payroll issues was not voted on due to procedural rules.
Urbanski said, “If they don’t vote for that {resolution}, that’s a huge sign of disregard, disrespect and contempt for old employees.”
Elizabeth Cooper, president of the Rochester Association of Paraprofessionals, emphasized the impact of missing paychecks. “A lot of our folks are paycheck to paycheck. So when we’re missing a paycheck and it doesn’t come when it’s expected, that can be detrimental,” Cooper said.
The proposed resolution, suggested by Commissioners Isaiah Santiago, Cynthia Elliott, and Beatriz Lebron, calls for outsourcing payroll for up to a year and improving training. Despite the urgency, the resolution was not brought to a vote.
“Sometimes it takes five days a week or longer to get a paycheck from the district and out of cycle paycheck from the district, and it’s just not acceptable,” said Angelo Palmerini, president of the Board of Education Non-Teaching Employees.
The district previously stated that paychecks would go out as scheduled next Friday, but confidence among staff remains low. Urbanski warned that if the payroll issues persist, collective action might be necessary. “This is unfair and illegal,” Urbanski said.
