The California Democratic’s letter to the governor, which he sent Monday, comes just two months after California enacted a new provision in its 2025-2026 budget that allows military retirees to exclude up to $20,000 of their benefits from state income taxes.
This made California the last state to enact a policy limiting military retirement taxes, a provision that Levin has called for throughout his time in Congress.
“I have long supported reducing state taxes on military retirees with federal pensions,” Levin wrote to Gov. Newsom. “I write to thank you for signing into law an exclusion of up to $20,000 in annual military retirement benefits from state income taxes.”
Of the state’s nearly 1.4 million veterans, roughly 10% receive monthly retirement pensions, according to the California’s Legislative Analyst’s Office.
Rep. Levin said that 130,000 veterans will benefit from the new provision.
In 2022, Levin wrote Newsom’s office to call for a reduction of state taxes on military pensions. In today’s letter, he urged for California to join the 25 other states that exclude all military pensions from their state income taxes.
“There is still more we can do … California’s new policy is still one of most limited in the country,” Rep. Levin wrote. “I support the complete elimination of state taxes on military pensions and urge you to join me in this effort.”
In addition to his vocal support for veteran benefits, Rep. Levin also serves as a member of the Military Construction and Veterans Affairs Appropriations subcommittee and as the federal representative of Marine Corps Base Camp Pendleton.
