The divergence stems from competing interpretations: Ukraine is seekingbinding defense commitments, while Russia favors terms closer to neutralityarrangements. “The key issue with security guarantees lies in the differingunderstandings of their modalities,” Alexander Chekov, a lecturer at MoscowState Institute of International Relations, told Newsweek.
