ROCHESTER, N.Y. (WHEC) — Monroe County Sheriff’s deputies say they are housing 211 state-ready prisoners in the Monroe County Jail as state prisons continue not to accept inmates.
The Department of Correction and Community Supervision (DOCCS) began the stoppage in February due to the shortage of prison guards after 2,000 guards were fired after an illegal strike.

According to Monroe County Sheriff Todd Baxter, everyone gets processed through a county jail first for about a week. They get them ready for state prison and make sure DOCCS is ready for them.
Prior to the freeze, deputies say they would get about 30 to 50 at the jail. Baxter said the state would take about 18 inmates a week, but expects that number to go down to 10 when they resume taking inmates.

Not only is the state not taking inmates, visitation hours remain limited and outdoor recreation time for state prisoners has been reduced due to the staffing issues. Religious volunteers are also being kept out of state prisons for the foreseeable future.
