ROCHESTER, N.Y. — News10NBC has obtained new body-worn camera video showing the confrontation between Rochester Police and neighbors on Locust Street in June.

It began when RPD was called after a person riding a mini-bike was hit by a car on June 27. Officers arrested two men, 18 and 24, while at the scene.
The 18-year-old was charged with menacing and resisting arrest, while a 24-year-old was charged with obstructing police and resisting arrest.
A video posted to social media went viral, leading to allegations of police misconduct and excessive force.

In the body-camera footage, it shows an officer walking up and getting the bike from a garage. That’s when things escalated. Neighbors begin cursing and shouting at police.
At one point, a teen is seen pacing around officers, and then held back by an adult. An officer then can be heard saying to the teen “you need to hit the weight room buddy,” where the teen can be seen trying to charge at the officer, but is held back.
Police then can be seen arresting the 18-year-old. The 24-year-old then is seen walking up to them, and was later pushed away and put into a headlock and taken down to the ground.
On July 1, Rochester Police met with the media to talk about the confrontation.
“Our officers are trained and taught to use force, and they’re authorized to use force, whether to defend themselves, defend a third party, and to effect an arrest,” said Capt. Greg Bello.
News10NBC also heard from the mother of the 18-year-old, who says her son has autism and said he suffered significant trauma from the confrontation.
“Because as a mom of an autistic child, that’s my worst fear is that if I’m not here, somebody won’t understand my child and it could potentially cost him his life,” said Stacy Hawkins.
