Steven Choi: California’s education system is stronger because of charter schools

In California, charter schools have been a beacon of opportunity for families. Many of these families are low-income, immigrants, and others needing flexible educational options. Nonclassroom-based charter schools meet students where they are with custom learning opportunities. That is why I am opposing Assembly Bill 84 and supporting Senate Bill 414. 

AB 84 imposes unnecessary new layers of bureaucracy on charter school operators without any evidence that it enhances student outcomes. With this bill, parental choice and flexible educational opportunities will face threatening barriers. 

    On-the-other-hand, SB 414 outlines reasonable oversight that will reduce opportunities for bad actors to take advantage of the flexibility that so many students rely on. Without punishing all of the high performing charter schools, it puts in place a framework to increase accountability and address red flags when they may arrive. SB 414 takes the recommendations of numerous reports and applies those recommendations in a manner that supports children with flexible learning needs. 

    I stand with my colleagues in wanting transparency and accountability, but AB 84 goes too far in centralizing control with the state. This bill risks displacing good actors and harming students who benefit from flexible schooling. 

    Recently, I stood with colleagues from both the state Senate and state Assembly, along with over 150 concerned parents and children, to oppose AB 84 and support SB 414. After a press conference, parents and students made their way to the Senate Education Committee to register their opposition to AB 84. Despite being the overwhelming majority of speakers opposing the bill, the committee voted to advance AB 84, despite my No vote.

Of additional concern was a committee member indicating that the accuracy of the dollar amount didn’t matter, and the author stressing that Committee members shouldn’t consider the overwhelming constituents in opposition when registering their votes. 

    There are over 720,000 charter school students in California and their concerns were dismissed in the Senate Education Committee. Now is the time for us to shift our focus to the Senate Appropriations Committee, where we expect AB 84 will be heard next, and urge them not to pass this dangerous bill. On a positive note, SB 414 advanced out of the Assembly Education Committee and remains a viable alternative.
