University of Rochester braces for impact of federal cuts

ROCHESTER, N.Y. – The University of Rochester is still working to fully understand how deep of an impact cuts at the federal level will have for its employees and the people it serves. 

The President of the University of Rochester recently held a webinar with the Provost and the CEO of Strong Hospital to discuss some early analysis and answer questions from employees. 

    “Just because you read bad things happening and thousands of people being laid off at other institutions, doesn’t mean that’s what is going to happen here,” said Sarah Mangelsdorf, President of the University of Rochester, addressing some of the nearly 30,000 people the university employs. “We have survived, and we will survive this too, it won’t all be easy though.”

    The biggest impact will likely be to UR Medicine’s medical centers which serve hundreds of thousands of people across upstate New York. “At the moment, it’s difficult to estimate with complete certainty what the impact these cuts will have on our health system,” David Linehan, the CEO of Strong and Highland Hospitals said, “but I don’t want to sugar coat that we have some difficult years ahead.”

    While those who are entitled to Medicaid should still get it, they’ll have to prove they either meet the new work requirements or should be exempt and there is some concern that burden will drive people to give-up. 

    The bigger worry at this point, is for lower middle class families on New York’s Essential Plan, a cheaper option for coverage established under the Affordable Care Act. 

    “The federal subsidy is going away, it’s being shifted to NYS and it creates a significant problem for NYS’s budget, probably to the tune of about 3 billion dollars,” Linehan explained.

    The Hospital Association of New York State (HANYS) estimates that in Monroe County alone, more than 40,000 people could become newly uninsured and another 65,000 in the surrounding counties where people rely on smaller hospitals for their care.

    The only silver lining for local rural hospitals is that most of them are part of the larger health care systems. “Together, we’re really stronger. There’s very few rural hospitals that can go it alone based on these headwinds and I think we had a real jump start on building this network of UR medicine so, it positions us in a much better place than a lot of rural hospitals and health care systems are dealing with,” Linehan said.

    UR Medicine’s hospitals aren’t the only ones bracing for these cuts. The same discussions are happening at Rochester Regional Health.

    Aside from the medical center, the University of Rochester has also lost millions of dollars in research grants. “To date, we’ve experienced just over 20 federal grant terminations, a stop-work order and in fact in the last week have had two grants restored.  So, what that has led to is an estimated loss of about $9 million in federal funding on a budget that’s close to $500 million in research funding,” explained Provost Nicole Sampson.
