On Tuesday, the city council amended the city’s allocation plan for HOME American Rescue Plan (HOME-ARP) funds to reallocate $853,918 in additional funds after their first allocation plan fell through.     The city initially received nearly $1.26 million in funds from HOME-ARP, later receiving an additional $1,684 after a miscalculation in the original federal allocations was discovered.

    As a first step, the city used $405,317 from the HOME-ARP allocations to order a feasibility study regarding the construction of a homeless shelter. The construction cost would exceed the amount covered by the HOME-ARP funds, and the city wouldn’t be able to collect the amount before being required to use the funds.

    “Through that study, we learned that more work needs to be done to identify the full funding needed to create a dedicated shelter facility,” Housing Director Deb Callies said.

    The study concluded the shelter would cost nearly $19.9 million, providing a low-barrier facility open 24/7 with on-site meals and connections to other care services, such as substance abuse treatment and housing assistance. The study also provided prices for optional add-ons, such as a rental unit building and dog run, which could increase the total cost to $37.5 million.

    With only just less than $854,000 left in the fund and an inability to raise funds from other sources, the council needed to find another way to spend those funds or risk losing them entirely. Staff recommended using the funds to match a $3.4 million grant the Homeless Solutions Department received from the state for Transformational Homelessness Response Programming.

    The grant only required Greeley to match 25% of the total grant, resulting in the city having to pay only $1,432 to match if the HOME-ARP funds were allocated accordingly.

    By matching the grant, the city will provide an additional $318,000 to supportive services, which helps the city’s homeless population of 468 people receive assistance, and $537,350 to rent assistance, which supports low-income families in making housing more affordable —a significant problem, according to city staff.

    The city council adopted the amendment in a unanimous vote without discussion or questions for staff.
