The Syrian Ministry of Defense is “firmly working to control weapons within its ranks,” by issuing clear instructions that prohibit weapons outside the scope of official duties, according to the ministry’s media office to Enab Baladi.
The office indicated that there is coordination with the relevant authorities to control any “potential” anomalies or individual actions outside the law.
It was clarified that the weapons permitted to be carried outside of official duty times and scope are limited to personnel assigned to security tasks or personal guarding.
The type of weapon that a personnel must carry is determined based on the rank of the individual and the nature of the task, and according to a written assignment issued by the relevant authority.
In addition, every individual assigned to a special task will be given an official memorandum that includes the number and type of weapon they carry, ensuring accuracy in follow-up and accountability, and to ensure controlled usage and documentation.
The Syrian Ministry of Defense discussed the administrative arrangements and organizational structure of the armed forces in Syria during a meeting on June 18, which brought together the Syrian Minister of Defense, Major General Murhaf Abu Qasra, and the Organization and Administration Department.
The meeting addressed methods to regulate the military structure, organize the issuance of military IDs, and weapon carrying cards, ensuring accuracy and transparency, and preventing any abuses or cases of misconduct.
It also addressed several priority organizational issues related to reassessing structures and functions, and allocating the workforce within military formations, in accordance with the requirements of the current phase and enhancing the military institution’s readiness.
After about ten days, Enab Baladi contacted the media office of the Ministry of Defense for details on the mechanism the ministry will implement to apply the outcomes of the meeting.
Firmness in controlling weapons and official duties
The transitional president of Syria, Ahmed al-Sharaa, spoke about the priorities of the new Syrian administration, foremost among them is the monopolization of weapons by the state and the establishment of a professional national army in his first meeting with the Syrian government on April 7.
In a previous report published by Enab Baladi titled “The spread of weapons in the hands of civilians and factions undermines security… Syria faces challenge of disarmament,” researcher Amer al-Mithqal at the Syrian Dialogue Center emphasized that the presence of weapons in the hands of one group and not others serves as an incentive for other groups and forces to arm themselves. He pointed out that it is essential to control weapons to build trust between the authority and the local community and enhance its centrality as an authority.
Identification cards to enhance credibility
A spokesperson in the media office of the Syrian Ministry of Defense revealed that the ministry will issue new, advanced military identification cards that include personal data and encrypted numerical information, with technical specifications that contribute to enhancing the credibility and institutional identity of military personnel.
The source did not mention a timeline for the issuance of these cards, despite inquiries from Enab Baladi requesting clarification on the timeframe for beginning the ministry’s organizational process.
On May 17, the Ministry of Defense announced the completion of integrating all military units into the ministry.
The law above all
Members of the Ministry of Defense are held accountable according to the applicable military laws and the internal regulations, according to the spokesperson in the media office of the Syrian Ministry of Defense.

The charter aims to establish values of discipline, commitment, respect for the law, and safeguarding rights and freedoms to build a professional national army.
The charter includes the fundamental duties of military personnel, which are:
Defending the homeland, its sovereignty, and the unity of its territories. Sacrificing for the security of the homeland and its citizens. Protecting civilians, especially women and children, in all circumstances. Complying with lawful orders. Respecting civil and military laws. Safeguarding public and private properties, and treating citizens with dignity without discrimination based on religion, ethnicity, color, or affiliation. Observing international humanitarian law in dealing with the enemy, including the dead, wounded, and prisoners during missions. Respecting military hierarchy and internal discipline.While the prohibitions for recruits in the Syrian army included:
Disobeying lawful military orders. Assaulting civilians. Damaging public and private properties. Raising slogans or stances that undermine national unity or disrupt civil peace. Insulting arrested individuals during operations, and they must be handed over to the relevant authorities respectfully and according to law. Disclosing military secrets and sensitive information. Photographing military sites or operations without official permission. Making any media statements or publishing data without permission from the Ministry of Defense. Disturbing public morals and social customs of the society in which the armed forces operate.
