AUSTIN (KXAN) – A newly-released arrest report is shedding light on the man connected to a credible threat made against Texas lawmakers planning to attend last weekend’s protest at the State Capitol.
On Tuesday, Fayette County Attorney James Herbrich provided KXAN with an affidavit detailing the arrest of Robert Leroy Bowers, 45, of Katy by Department of Public Safety troopers. The two troopers “received credible information” from a the DPS Criminal Investigation Division about a blue 2017 Audi A6 travelling westbound on SH 71 in Fayette County Saturday at 1:41 p.m. – just hours before the planned “No Kings” protest in Austin against President Donald Trump.
Troopers located the vehicle driven by Bowers, which had only one license plate and was traveling 6 miles over the speed limit, according to the affidavit.
“Contact was made with Bowers and his wife,” the record continued. “Bowers admitted that he was on his way to Austin to partake in the protests activities in a peaceful manner.”
The affidavit says Bowers was dressed in black pants and had “apparent knee pads that were added to the clothing and heavy duty boots.”
“The pants and boots appeared to be worn in anticipation of physical activities during a protest,” the record said before detailing Bowers’ weapon and alleged threats against lawmakers.
“Bowers admitted that he had a 9mm shadow arms handgun in the vehicle,” the affidavit indicated. “(One of the troopers) received additional information that Bowers had sent messages to a friend that were interpreted as wishing to inflict harm to state elected officials and politicians in Austin.”
On Monday, DPS said in a statement a concerned citizen contacted local authorities to report a man was "on his way to the protest," at the Capitol in Austin Saturday and was "planning to harm state lawmakers” attending the protest there, part of a nationwide movement against President Donald Trump. DPS determined the threat was “credible” and closed the Capitol and surrounding grounds out of precaution.
State leaders react after ‘credible threat’ to legislators at Texas Capitol, violence in MinnesotaWhile DPS has not yet named the person connected to the alleged threat, KXAN has independently confirmed through multiple law enforcement sources the “suspect” was Bowers.
“Given the severity of current events and information (troopers) received, Bowers was placed under arrest for operating a vehicle without a license plate,” the affidavit read. “The arrest was made out an abundance of caution for the safety of the public.”
On Monday, KXAN’s media partner, Houston NBC affiliate KPRC, captured video of DPS investigators searching Bowers’ home. DPS said no charges related to the threat have been filed, but the investigation is ongoing.
Bowers was charged with a misdemeanor for only having one license plate on his vehicle and booked into the Fayette County Jail. DPS said the “suspect” was “taken into custody for further questioning about the threat” and that his “gun was also seized.”
The Fayette County jail administrator told KXAN Bowers was released Monday morning on his own recognizance.
