DEAR EDITOR:
As the CEO of Cadence Care Network, I’m writing to express strong support for the groundbreaking Medicaid program that is transforming the way Ohio serves children and youth with complex behavioral health needs.
Launched in 2022, OhioRISE — Resilience through Integrated Systems and Excellence — is the first statewide program of its kind in Ohio. It’s designed to serve children who often fall through the cracks: youth involved with multiple systems, including child welfare, juvenile justice, developmental disabilities, and education. These are children Ohio is already paying for — just not in the coordinated, efficient, or humane way that OhioRISE provides.
In Trumbull and Mahoning counties, Medicaid enrollment is significantly higher than average. At the same time, behavioral health referrals continue to rise. Our organization is one of 18 regional community-based entities that help power this program.
Our care coordinators serve as navigators and advocates, forming customized support teams that include schools, therapists, case managers, families, and other community supports. The goal?
To keep children out of courtrooms, foster homes, and emergency rooms — and instead link them to long-term, developmental and behavioral health services and supports.
This model is working. OhioRISE ranks in the top 10% nationally in eight health effectiveness categories and outperforms other Ohio Medicaid managed care organizations in nine. The level of engagement and coordination is unmatched — and its outcomes prove it.
What’s more, OhioRISE is fiscally smart. For every $1 invested, there is a $4 return through increased productivity, reduced emergency care, and decreased long-term healthcare costs. It saves taxpayer money and helps build a healthier, more stable future workforce.
After 31 years working in behavioral health, I can say with confidence that this is the first time I’ve seen the rest of the country look to Ohio as a best practice. We are leading — and it’s because of OhioRISE.
This is not the time to step back. We urge lawmakers to continue supporting OhioRISE, not just as a budget line item — but as an investment in our children, our communities, and Ohio’s future.
