To the Editor: Recently:  When our government wanted to buy the Best Western for a homeless shelter we learned: Cost and future maintenance expense are not important; all licensing, rules, regulations, and studies can be set aside and common sense and not-in-my-backyard arguments can be ignored. Historically:  When the state hospital was closed, our local government failed to accept it for $1.   When the junior college was being considered many bemoaned the shortsightedness of those officials not spending the dollar.  Now the City of 10,000 Buddha has a beautiful school campus. Presently:   A facility for the mentally ill is being sought.  I heard the old Willits hospital was offered to the
