Bill diversifying income streams for South Bay’s sewage plant passes the House

Legislation permitting the International Boundary and Water Commission to accept $5 million for sewage treatment and flood prevention projects from federal and non-federal sources has passed the House, according to the office of Rep. Scott Peters (D-San Diego), who sponsored the bill.

If the legislation passes the Senate and is signed into law, it will trickle into the deluge of federal monies that local congressional representatives have secured to expand and repair the South Bay International Wastewater Treatment Plant — $156 million last March; $400 million last August, and $300 million in 2019 to double the plant’s treatment capacity. The IBWC manages the San Ysidro plant and authorized a contract for its expansion last August.

    In the waning days of his term last December, President Joe Biden green-lit $250 million for the plant. According to San Diego Coastkeeper, that allocation pushed 2024 funding for the facility over $800 million — a high for the plant.

    Co-sponsors on the bill include San Diego Reps. Juan Vargas, Mark Levin, Sara Jacobs and six other representatives, five of whom are Republicans.

    In a press release, Peters acknowledged the plant’s recent gains and urged the Senate to pass the bipartisan legislation.

    “Our state and local partners have witnessed firsthand the devastating effects of this environmental and public health crisis,” Rep. Peters said.” Additional funding pathways for the IBWC provide the flexibility we need to better invest in the long-term health and well-being of our region.”
