In the works since 2018, the master plan sets out a new district around the former Dallas Convention Center, completed in 1973 and renamed in 2013 after Kay Bailey Hutchison, a Texas senator and US Ambassador to the United Nations.
The developer is the City of Dallas, which describes the old convention center as failing.
It wants a new walkable, mixed-use district with housing, hotels, retail and dining anchored by an expanded convention center. The city says the new district will reconnect neglected areas to the south with downtown.
In 2022, voters approved a measure to raise hotel occupancy tax to fund the master plan, which the city calls “the most important public investment in a generation”.
In March 2024, the city reoriented the master plan because the original clashed with Texas Department of Transportaion rights of way and Union Rail’s operations.
Turner said the joint venture, called Trinity Alliance, will oversee preconstruction, construction, and demolition for the convention center expansion, which is the first component of the project.
The JV includes six local construction firms as equity partners and eight local firms as associate partners.
Conventions already booked
Demolition and enabling works start next month.
The city wants the new convention center to be ready for 2029 because it has already booked 64 conventions for that year, which it says are together worth $1.05bn in revenues.
It is pursuing a $1bn loan to start work now, and will issue long-term bonds to fund the project in 2026. when it hopes the bond market is less volatile.
“This is what economic development looks like,” the city said.
Before we knock it down …
The Trinity Alliance JV will have to work around an urgent, $15m project to fit out the existing convention center to host the International Broadcast Center for the 2026 FIFA World Cup, to be held over June and July 2026 in the US, Canada and Mexico.
The city said that even though the old convention center will be demolished, the $15m investment is worth it to secure the extra convention fees and hotel occupancy taxes the tournament will generate.
