At its next meeting Wednesday, the Ukiah Planning Commission is scheduled to continue discussing “creating an open space zoning district to clarify the intent and purpose of the existing open space land use designation.”
The topic was previously discussed at a workshop in January, and according to the staff report prepared for the May 14 meeting, “key topics included: discussion of open space goals such as habitat preservation, recreation, and wildfire resilience; identifying zoning standards and boundaries, particularly for newly annexed areas like the ‘Western Hills’; and exploring long-term management strategies, such as those conveyed in the ‘Western Hills Watershed Protection Area Management Plan’.”
In addition, staff note, “the Commission emphasized the importance of public access and trail connectivity, while discouraging incompatible uses such as mining or large-scale utility infrastructure, which are currently permitted under Mendocino County open space zoning district.”
Staff go on to describe “the city’s existing open space holdings (as preserving) the Ukiah Valley’s natural beauty and ecological health. These areas, including oak woodlands and riparian corridors … provide critical wildlife habitat and natural retreats for residents, although most still feature some form of restricted access. Established recreation areas like Riverside Park and Low Gap Park balance recreation with environmental stewardship, but both areas still require substantial investment to realize their full potential.”
Describing the “city’s open space designation (as) further intended to identify lands either unsuitable for development or most valuable in their natural state,” staff note that “valuable natural areas may include rare species habitats, wildlife corridors, riparian zones, creeks, and scenic resources,” and that Riverside Park “is a priority candidate for open space designation.”
Further described in the staff report as covering “approximately 33.5 acres at the eastern end of East Gobbi Street, along the Russian River, (Riverside Park) integrates open space with recreational infrastructure, offering trails, river access, and picnic areas (and) stands as a model for integrated ecological and recreational planning.”
