FORT COLLINS, Colo. (KDVR) — A vehicle that was parked outside the Foothills Mall on Saturday captured an encounter between two groups of people during which two people were killed.
Fox 31’s Vicente Arenas saw the video before the police. The owner did not feel comfortable releasing it until after Fort Collins police gave him permission to do so.
In the video, you can see two groups of three people each approaching each other outside one of the mall’s doors. A few seconds later, one of the people appears to pull out a gun and fire a weapon.
The dash cam video did not have sound. When the shot was fired, two people dropped to the ground. Four others involved took off running.
The video shows two people in black uniforms coming from inside the mall and seeing the two people on the ground. But they did not render aid.
FOX31 asked the mall for a comment regarding security at the mall and also asked to learn more about the people who first appeared at the scene.

Minutes after the shooting, what appears to be a female shopper drops her bags and appears to try and render aid. Both victims died.
Fort Collins police say they have arrested a male juvenile in connection with what they think is a gang-related shooting. There have been other gang-related shootings reported in this city before.
The double murder has left the city of Fort Collins rattled. Debra Bueno at one time helped run programs that focused on stopping teens from joining gangs in the first place. Those programs do not exist anymore, according to Bueno.
“We need to go back and revisit that programming and start creating so that we don't have what happened this weekend,” Bueno said.

Gang expert Jason McBride said communities like Fort Collins, outside of the metro, must be prepared for more gang-related crime.
“We need to be into prevention and that is reaching kids at earlier ages. Reaching these kids, giving them the tools they need to know or to get away from these individuals,” said McBride, the McBride Impact founder and executive director.
Fort Collins Police Services told FOX31 today it is unaware of any youth programs in the city that focus on gang prevention. In a press release, the department said, "Events like this are rare in Fort Collins."
However, the department did not provide statistics regarding gang-related crimes.
The name of the suspected shooter will not be released since he is a juvenile. The Larimer County Coroner has not released the names of the two people who were killed.
