Hobby Lobby, a chain headquartered in Oklahoma City that describes itself as “the largest privately owned arts-and-crafts retailer in the world,” has filed an application to open a location in Ukiah’s Pear Tree shopping center, city of Ukiah officials confirmed.
According to Planning Manager Jesse Davis, representatives of Hobby Lobby submitted a “building permit application to renovate the existing single-story mercantile building at 205 North Orchard Avenue for continued use as a retail store. As part of this comprehensive renovation, accessibility features will be upgraded to meet current standards. The building, originally approved in 1978, was home to JCPenney for most of its history, with a short-term seasonal tenant (Spirit Halloween) in 2024.”
Davis said “the city has initiated the plan review process, which is currently underway,” and when asked specifically what approval process was required for the project, he explained that “since the use is consistent with the Community Commercial zoning district, and no new structures, expansions, or significant exterior changes are proposed, discretionary review and a hearing before the Zoning Administrator or Planning Commission is not required.”
Therefore, Davis notes, “once the building permits are reviewed and approved, they’ll be issued to the applicant to begin improvements. Interior demolition work will likely be approved on a faster timeline. Once construction is complete and the permits are finalized, the applicant will need to obtain a business license before commencing retail operations.”
Currently, the closest Hobby Lobby location to Ukiah appears to be in Vacaville.
The JC Penney location in Ukiah announced in early 2024 that it was closing and began selling off items.
When asked for more details about the store’s closure at the time, such as when and why, a JC Penney representative wrote in an email that: “Our JCPenney store (in) the Pear Tree Center in Ukiah, CA., will be closing its doors by May 26, 2024. The decision to close a store is never an easy one. We are grateful to our dedicated associates and the loyal customers who have shopped at our Ukiah location.”
When asked for any updates on the application to open another Starbucks location in the Pear Tree Shopping Center near Chipotle, Davis said that “revised application materials are pending and expected. Staff will provide further updates in our Monthly Division Report to the Planning Commission.”
