The person who receives more than 50% of votes on April 8 will fill the vacant seat on the Board of Supervisors and serve their term until January 2029. If no candidate receives a majority, the top two will move on to a special general election July 1.

Seven candidates are currently competing for the seat, including:

Imperial Beach mayor Paloma Aguirre Chula Vista deputy mayor Carolina Chavez San Diego City councilmember Vivian Moreno Energy consultant Elizabeth Efird Former Imperial County Board of Supervisors chair Louis Fuentes Mayor of Chula Vista John McCann Lincoln Pickard, who previously ran for public office

The Registrar’s 29 official ballot drop boxes are open 24 hours a day up until 8 p.m. April 8.

A county spokesperson, Tracy DeFore, said to return a ballot, voters should seal the completed ballot inside the return envelope, date and sign the envelope and return it in the U.S. mail or one of the Registrar of Voters’ official ballot drop boxes.

A signature is required for a vote to count.

Starting March 29, District 1 voters can vote in person at any one of seven vote centers until the final day of voting, when 13 vote centers will be open from 7 a.m. to 8 p.m.

The April 8 election will fill the vacant supervisor seat for District 1, which includes Chula Vista, Imperial Beach and National City.

District 1 also includes some communities within the city of San Diego, including Barrio Logan, East Village and Golden Hill, and the unincorporated areas of Bonita, East Otay Mesa, Lincoln Acres, Sunnyside and La Presa.

Democrat Nora Vargas previously held the seat on the Board of Supervisors, which oversees the county government. She declined to take the oath of office in January despite easily winning re-election two months earlier.

The government administers state- and federally-funded social welfare programs and oversees unincorporated communities that don’t elect their own mayors or city councils.
