Communities Split $4.5M to Support Clean Air, Ride Share Projects in San Diego, El Cajon

Three San Diego County public transit projects were each awarded $1.5 million to reduce air pollution and increase transportation options for low-income communities.

The three projects will introduce electric on-demand shuttles and vans in El Cajon and central and southeastern San Diego neighborhoods.

    The grants were awarded via the state’s Clean Mobility Options voucher program, created to benefit under-resourced communities and expand transportation options.

    The grants can be used to fund services like shuttles, school buses, bike sharing, carpooling, electric car sharing and ride share services similar to Uber or Lyft.

    For many of the award recipients, this project will be the first of its kind in the communities, according to Steven Cliff, the California Air Resources Board’s executive officer.

    The city of El Cajon, in partnership with Via Transportation Inc., will use their funds to introduce three electric vehicles for on-demand micro-transit services.

    The vehicles will support first- and last-mile connections to bus and trolley services at the El Cajon Transit Center.

    City Heights and North Park residents will have access to electric shuttles along University Avenue through the Mid-City Community Shuttle project.

    Flat rates will be offered to riders from the general public, with reduced rates for eligible community members.

    The service will prioritize shuttles to healthcare facilities, transportation hubs, grocery stores, senior living facilities, and others following community input, according to a Clean Mobility Options press release.

    The third local award will create a new electric micro-transit service in the Chollas View and Emerald Hills neighborhoods.

    The grant, awarded to the San Diego Association of Governments, will provide first- and last-mile connections to existing public transit as well as supermarkets, hospitals, educational institutions and employment centers.

    “California is taking a holistic approach to helping communities access equitable, accessible clean transportation options,” said Hannon Rasool, director of the California Energy Commission’s Fuels and Transportation Division.

    These three vouchers were distributed during the voucher program’s second funding window, which distributed $66 million across the state to nonprofits, public agencies and tribal governments for clean air and low-income transportation.

    The first funding window, during the pandemic, saw grants that created the CV Community Shuttle in Chula Vista and the FRANC Program in National City.

    The voucher program is funded by California Climate Investments.
